UN World Court orders Azerbaijan to allow the safe return of Armenians to Nagorno-Karabakh and to rule out intimidation or use of force against them

>Azerbaijan must enable anyone who wants to return to Nagorno-Karabakh to do so in a "safe, unimpeded and expeditious manner"

Armenia will become a member of the International Criminal Court (ICC) in February 2024

Armenia has promised to "cooperate fully and without delay" with the court, said the ICC. It's been ratified and signed. There is a waiting period. The EU and France have congratulated and praised the decision.

EU is exploring possibilities of visa liberalization for Armenia

PETER STANO (EU SPOKESMAN): The Armenian government wants visa liberalization. We are going to explore that option. Visa liberalization is something that's tangible and visible for people. This would be an important step. All EU states would need to agree and Armenia would need to fulfill certain tasks first.

REPORTER (Armenpress): What tasks should Armenia complete first?

STANO: Armenia must have biometric passports *[delayed after COVID then they decided to get a new type of tech then it turned into a clusterfuck and will be delayed until next year]* and safeguards that prevent people from misusing the asylum system. We don't want to have a sudden increase in asylum seekers. EU states must feel assured that everything has been done by Armenia to meet the political and technical-logistical criteria.

... What defense assistance can Armenia expect from the EU's European Peace Facility?

SATO: The EPF is a financial support system that can finance [weapons] or monitoring missions, like the one we have on the AM-AZ border today. We are looking at ways how to support, with what to support. There is no concrete proposal yet. In Moldova, the EPF is helping them to combat foreign interference and fight cyber-attacks. Anything is possible in the case of Armenia.

The sovereignty, independence, and territorial integrity of Armenia need to be respected and if it will not be respected, there will be consequences for whoever violates this.

... What's your response to Azerbaijan's criticism of the EU for providing support to Armenia?

SATO: What we have seen in the case of Nagorno Karabakh, we have seen unilateral military steps [by Azerbaijan], launching of a military operation despite previous assurances that the issue will not be solved militarily. So, one needs to be a little bit self-reflective when pointing fingers at others.

Armenia will "think" about Russia's offer to negotiate with Azerbaijan in Moscow

There is no agreement yet because there are issues with the schedule, said Armenia's ambassador to Russia without specifying.

Azerbaijan had earlier refused to attend the EU platform, citing issues with Aliyev's schedule. Experts believe Azerbaijan prefers the Russian platform, while Armenia prefers the Western.

📰 Azerbaijani authorities claim to have prevented an armed attack against the Israeli embassy in Baku. The suspect is under arrest.

📰 Armenian authorities accuse a Russian citizen of attempting to set on fire a Jewish synagogue in Yerevan. The fire didn't travel beyond the entrance. The suspect, who is not a permanent resident of Armenia and reportedly visited Armenia only for 8 hours to carry out the attack, has fled back to Russia after the arson.

explosion at a university basement

1 killed, 3 injured, 1 firefighter treated by medics after an explosion at Yerevan State University's basement. The victims were employees.

UNIVERSITY: There is a chemical storage here but the explosion was in a different room. The area is being inspected. There were no traces of chemicals. The preliminary information indicates that the explosion was caused by an electrical problem. All the victims are employees. The building has been evacuated.

WITNESS (building guard): I was in a nearby room when it happened. There was a dense smoke. We were able to pull out two of them. We couldn't get to the third, we were suffocating.

REPORTER: What activities are taking place in the basement? Any classes?

WITNESS: There are no students there. It's just a storage space and a dressing room for the gardening employees. The incident was not near the chemical storage.

REPORTER: Do you know the victims?

WITNESS: Yes. The man who died was a gardener. Two of the injured are also gardeners, and the third one is a policeman.

AUTHORITIES: The incident took place in the pump/compressor room which was also being used as a dressing room for [gardeners]. Wood items and appliances caught on fire. The fire did not reach the nearby chemical storage. No traces of harmful chemicals were detected in the air. The investigation continues.

authorities plan to install ankle monitors on domestic abuse suspects to ensure distance from potential victims

MINISTER: Today we are approving a bill to fund this project. Earlier this year we approved a bill to protect domestic violence victims by installing e-bracelets on violators. The new system will go into effect in 2025.

PASHINYAN: There are times when you need to prevent a person from approaching a victim or a potential victim. This would be impossible to enforce without the use of technology. The ankle monitor will check the distance and alert the police.

We've been using these monitors for other purposes since last year. The probation service is using it as well. We've also passed reforms this year to introduce house arrest as a form of detention [to reduce the need for jailing].

MINISTER: You are correct. House arrest became possible starting January 1 of this year. The Probation Service has acquired 300 ankle monitors from a Polish company. It's working quite well.

In July we introduced similar technology for administrative monitoring. The judge decides the geolocation where the convict is required to remain after leaving the penitentiary facility.

There were problems in provinces related to poor internet signal but we've since worked with telecom operators to establish reliable connection simultaneously with the bracelet.

Probation device: alerts when the subject leaves an area.

Domestic device: alerts when the subject approaches an area.

PASHINYAN: OK good. Hopefully, this will change the perception that the police don't care about domestic violence. We must take domestic violence seriously. Recently we held comprehensive discussions to hear opinions about legal reforms to address domestic violence.

Mayors of Goris, Kapan, and Meghri were penalized for violating traffic rules. The Police says that the number of overall violations and the number of vehicles with illegal window tint have reduced.

British Petroleum selling some of its assets in Turkey

They sold the 770 gas stations and the ATAS Anadolu Tasfiyehanesi oil terminal to Vitol.

Vitol bets on Turkey's young population, while BP is taking advantage of market volatility to cash out. BP continues to own a stake in some other fossil projects in Turkey.

Last year we learned that a star exploded 2 billion light-years away and turned into a black hole. The explosion's gamma-ray was so strong, the strongest ever measured, and believed to be the most powerful since the Big Bang, it turned the Earth's ionosphere into scrambled eggs. It essentially pushed ionosphere down to lower altitudes.

Scientists are studying its effect and will attempt to find links between gamma-blasts and the Earth's mass extinction events that occurred millions of years ago. If an explosion like this happens close enough, it can strip the Earth of its ozone layer and you no longer have to worry about getting stuck 30 minutes in a traffic jam.
