Rapporteur Kovatchev: An attempt was made to move from the table of negotiations to the battlefield. The attack has been from Azerbaijan, naturally, they have not invaded the territory of Armenia from Mars planet. //
Kovatchev noticed that this is not the time when they should equally call upon the sides on the ceasefire. Security Council chief Grigoryan invited Kovatchev and EU Ambassador Wiktorin for a meeting.

Armenian delegations met their European and American colleagues
The Armenian delegation continues to hold various meetings in Europe to raise awareness on Azerbaijan's military aggression and its consequences.

In related news. Armenian officials are in touch with U.S. colleagues to "coordinate" votes, or at least not sabotage each other, on international platforms. Ranking QP MP Edward Aghajanyan revealed some details about their discussions with the U.S. officials who recently visited Armenia. For example, last summer there was an effort by Armenia to promote some resolution (did not clarify what), but the U.S. (likely inadvertently) killed it. Aghajanyan said they are discussing this with U.S. officials. The U.S. delegation members often don't realize the influence they have over other delegations, said Aghajanyan. The goal is to ensure that pro-Armenian resolutions, as long as they don't harm the U.S., are not unintentionally sabotaged on world platforms.

Pashinyan's media outlet publishes another piece "targeting" Russia, listing the countries that would love a "corridor" through Armenia
Yesterday Foreign Minister Mirzoyan stated that sometimes "unexpected" countries want Armenia to give a corridor to Azerbaijan through Syunik. Armenia wants the trade route to be taxed and scanned (if necessary), while Azerbaijan and Turkey want it to be a "corridor" without Armenian involvement. Russia has publicly adopted the same stance as Armenia, but pro-Western critics accuse Russia of having different intentions in reality.
The media outlet owned by the Pashinyan family has published another article without an "author". The previous ones were believed to have been published by Pashinyan himself, although there is no confirmation.
Article: There is no word about a Syunik corridor in the November 9 statement signed by AM-RU-AZ. It's about lifting the communication blockade in the region. Armenia has offered to open 3 border checkpoints on the AM-AZ border, while Azerbaijan wants a "corridor". Who else wants a corridor?
(1) Turkey. For unrestricted access to the Turkic world via Azerbaijan, for preventing possible gas transfers from Iran to Europe, and for preventing Armenia from gaining revenues from East-West cargo transfers.
(2) Russia. To have control over AZ-TR cargo traffic, to have an influence on Iran-Armenia-Europe cargo traffic, and to have more leverage on Armenia and Azerbaijan. Turkey has become the ideal economic partner for Russia after the war in Ukraine; what's missing is a land corridor. Russia could also use Azerbaijan and the corridor for gas exports to Turkey and the West in the future.
Russian officials deny having intentions to give a corridor to Azerbaijan, but the facts speak otherwise: Russia's inaction after Azerbaijan's September attack, Russia's refusal to deliver the weapons purchased by Armenia, and Russian ally Azerbaijan's aggressive behavior on the border with Armenia.
By the way, Turkey and Azerbaijan support the idea of Russia having control over the corridor.
Russia has two options for gaining a corridor via Armenia:
(1) Russia's ally Azerbaijan threatens Armenia through military aggression to the point that Armenia joins the Russian Union or Russia for protection.
(2) Russia's ally Azerbaijan manages to invade Armenian territories and establishes a connection to Nakhijevan. //

Defense Minister Papikyan returns from India; Turkey responds to news about sale of weapons to Armenia
Papikyan's trip to India and DEFEXPO has concluded. It was revealed that Armenia will acquire missile systems, anti-tank weapons, possibly suicide drones, and other flammable stuff from India, after Russia's refusal to sell weapons to Armenia, or even deliver what has already been purchased.
Turkey's FM Chavushoglu: Weapons won't solve issues. Today the Caucasus needs to discuss peace and stability. It's necessary to discuss important topics, such as the corridor. The food and energy crises have created many opportunities. We must focus on peace, and not weapons.
Turkey's MOD Akar: We are not concerned about what they [India and Armenia] do. We are working to protect our homeland, and so does Azerbaijan. Whatever they do, we are ready to protect our homeland from any weapon. //

French officials will provide €300,000 in assistance to Syunik
The governor of Syunik is on a working trip to [something-something]-Alpe region. He met local officials, who have agreed to send humanitarian assistance to the civilian settlements affected by Azerbaijan's military aggression. They have also agreed to intensify cooperation with Syunik.

EU explains the border monitoring mission's duties | OSCE has a separate mission
Armenia has invited not only the EU border mission but also OSCE, [raising the ire of Baku](https://www.reddit.com/r/armenia/comments/y9dab3/oct202022_armenias_gulftosea_trade_eus_26_billion/), which was trying to kill OSCE's involvement in the conflict altogether.
Turkey and Azerbaijan officially protested the OSCE mission's visit. Turkey said the move "contradicts" OSCE's mandate, but didn't explain how. Turkey believes OSCE's goal is to help Armenia now, "after delaying the negotiation process for years". Turkey complained that OSCE didn't even ask Azerbaijan before sending the mission.
The OSCE mission held a meeting in Armenia with the commander of the 2nd Army Corps and the governor of Gegharkunik to discuss the areas affected by Azerbaijan's aggression. The governor will share videos depicting war crimes by Azerbaijani forces.
... why is the EU sending a Monitoring Capacity to Armenia? (separate from OSCE)
Europen Union: It's a response to the agreement reached between the leaders in Prague. The goal is to monitor the situation in the border regions, support confidence building, and assist the AM-AZ border commissions.
There will be regular and ad-hoc reporting on military posture and ceasefire-related developments. This will allow the EU to better support the work of AM-AZ border commissions.
It is a civilian mission consisting of 40 members, located on the Armenian side, with a duration of 2 months.
The advance team arrived on 14 October for preparatory work. The mission launched its efforts on 20 October.
The mission will not have an investigative role. It will report back to the relevant EU institutions. It will not assume an arbitrary role or draw conclusions of a political nature on the basis of its findings.
OSCE and EU teams are separate missions, with no overlap. The EU team will liaise with all relevant international organizations, including the OSCE.

EU's Toivo Klaar: the future of the Armenian population of Karabakh needs to be addressed seriously, the EU has made it very clear that guarantees for the rights and security of the Armenian population of Karabakh will be a key element of a future peaceful South Caucasus
Reporter: Azerbaijan has refused to deploy an EU mission in their territory, and will cooperate with the one in Armenia "as far as it is concerned". Will this reduce the effectiveness of the EU mission?
Klaar: Azeris have committed to engaging with the mission in Armenia through regular contacts between relevant actors on the ground, even without a physical presence on the Azerbaijani side.
Reporter: Azerbaijan has not yet withdrawn from Armenian territories. How will the sides delimit the border per 1991 CIS agreement and UN Charter?
Klaar: Joseph Borrell has made it clear that Azerbaijani forces should be withdrawn. That border exists, even though it is not demarcated. Also, Armenian forces that are on the Azerbaijani side of the bilateral border should be pulled back. Reducing tensions will contribute to the delimitation work.
Reporter: Azerbaijan is pointing to maps from various years for delimitation. What should be used?
Klaar: The administrative borders of the Armenian Soviet Socialist Republic and the Azerbaijan Soviet Socialist Republic, as it states in the agreement. For lack of any other line, it would be important for the sides to at least agree on this as a starting point for their negotiations.
Reporter: Prague statement made no mention of Nagorno-Karabakh. What's the EU's position on its future, and the existential threat by Azerbaijan?
Klaar: We know how the conflict started and we hear the concerns voiced by Armenia. The future of the Armenian population of Karabakh needs to be addressed seriously and we have been exchanging views with Azerbaijan and Armenia. It is of utmost importance that the security situation around Karabakh remains stable and for an atmosphere of trust to emerge, so that the people can envisage a peaceful future allowing for practical solutions to be found, and ultimately for a process of reconciliation to start. The EU has always made it clear that guarantees for the rights and security of the Armenian population of Karabakh will be a key element of a peaceful region.
Reporter: Should the Nagorno-Karabakh conflict be separated from the AM-AZ peace treaty?
Klaar: We have heard Armenia's position about the need to address Karabakh separately. We also hear Baku's stance. I believe it is essential for Baku to elaborate a comprehensive strategy and engage in a constructive and transparent process of dialogue with the Armenian population in Karabakh, which is supported by the international community. A solution that will ensure Karabakh Armenians’ rights and security is in the interest of the international community.

Business Insider: Cracks are beginning to show despite high energy prices, especially after the mobilization of 300,000 men, which sent many others fleeing the country.
Russia's Central Bank has reported that the recovery of economic activity stalled in September. By the end of the month, the economic conditions had worsened. The Bank did admit that mobilization had a negative impact on production processes, output, consumer sentiments, and business confidence.
Morning Consult: The decline in Russian consumer and business confidence in the month of September came after it had improved through summer. This is the first time since the early days of Russia's invasion of Ukraine that Russian consumers appear vulnerable to the economic impact of the invasion. The Central bank acknowledged this, and said that the decline in consumer sentiment may "temporarily hold back" a recovery.

Parliament's Budgetary Committee gave a green light to a loan agreement between Armenia and IBRD bank. The government needs the €23 million loan (annual 0.25% interest) for its 2021-2026 "Human Capital Development" program.

anti-corruption: former ranking BHK MP is charged with hiding wealth in declaration documents, promises to launch a big drama 🍿
Ex-BHK MP Tigran Urikhanyan, a firm supporter of Kremlin and a co-organizer of a recent "Z" rally in Yerevan, has reportedly fled to Russia.
He is charged with not disclosing his real wealth in his 2019 declaration documents. The Anti-Corruption Committee invited Urikhanyan to answer questions but he didn't show up, choosing to leave the country instead.
Urikhanyan: I confirm the media reports about criminal charges against me. I am planning something that will launch a whole new process soon. It will be something that nobody else has done yet: full exposure.
My political career in Armenia is over. It ended when my party received only 1% of the votes last year. Period. I'm not interested in any positions anymore.

The Russian flag was reportedly seen behind Urikhanyan during the message, indicating he was in Russia. He is the second pro-Russian public figure in recent times to have "fled" to Russia. You may remember Don Pipo who recently launched a Christian-oriented right-wing movement from his new headquarters in Russia.
No further official details are yet available about the criminal charges that forced Urikhanyan to leave the country.

Armenia will digitize the work of folk musician Jivani
Legendary musician and poet Serob Levonian, aka Jivani, was born in Akhalkalaki in 1846. We have inhered around 800 of his 1000 songs, which were often performed by his music band that traveled around the Russian Empire.
He also fought for Armenians' independence, for which he was persecuted and had his musical instruments confiscated.
Jivani's work is stored in the Yeghishe Charents museum. Jivani's relative, an Armenian-American benefactor named Poghos Harutyunyan, has agreed to help the museum to scan and digitize the archives.
