The ruling party has drafted a bill to require gas stations to place a big sign "we got caught cheating" if they are caught under-filling the tank through various shenanigans.
The sign must read "ՄԵՆՔ ՏՈՒԳԱՆՎԵԼ ԵՆՔ ԹԵՐԼԻՑՔԱՎՈՐՄԱՆ ՀԱՄԱՐ" and must be placed in an area visible to drivers for at least 1 month.
Additionally, the gas stations will provide QR codes that the drivers can scan to learn the results of the previous audit at the station.

a modern chemotherapy department will open in Gyumri Medical Center
Cancer experts met in Gyumri on Sunday during the Yerevan-Shirak Oncology Forum, organized by the Health Ministry's National Oncology Center to help develop the quality of care in provinces.
The new chemo department will have modern equipment and cooperate with the center in Yerevan.

prescription medication & lab results will be handled electronically
Reporter: The Ministry had signed a decree to require the registration of certain patient information to be done exclusively electronically, starting May. Is the system ready?
ArMed director: Yes. We tested it with a pilot program and retrained the staff at every medical center in Armenia, so they can enter the data electronically. It's much faster than paper and requires fewer resources for archiving and upkeep. They will no longer have to copy the same information manually in several registries. This will also give us information for statistical purposes.

It was tested at Grigor Lusavorich Hospital. The doctor writes the prescription and makes it available to the pharmacy electronically. The patient simply approaches the pharmacy to pick up the medication.
To roll out the whole system we first needed to prepare the medication registry database, so we worked with experts to prepare and insert the list of medications into the ArMed database.

It is a challenging task to have one universal database because every lab uses different terminology. One lab can enter the information as "leukocyte", while the other as "blood cell".
The Ministry wants to standardize this. We created a list with 3,500 terms and shared it with every 140 lab in Armenia. We asked them to add the missing information. The list has 16,000 entries today.
Once the labs begin to use the list as the new guide, they will be able to integrate with ArMed's e-lab system. This will allow our patients and even foreign experts to see the lab results electronically.

Yes. That's part of the efforts. We have two cards: Ամբուլատոր քարտ shows the services received in clinics, while պատմագիր has detailed info about hospitalization and treatment.
... why is it important to digitize this?
A patient is rushed to a hospital and needs emergency treatment. Doctors need to know the patient's history, past diagnosis, and things they are not allowed to give and do.
Doctors can either waste time digging in the paper archive, or access the electronic record within minutes. This can save lives. We can have a modern and competitive healthcare system after digitization.

Prosecutor General: we need legal amendments to better regulate social media to remove illegal content
Arthur Davtoyan's office: In recent years we've seen more instances of online narcotics sale and illegal attacks on national/religious/sexual grounds. There is no law to regulate this in Armenia, unlike in [Germany](https://www.euractiv.com/section/digital/opinion/the-digital-berlin-wall-how-germany-built-a-prototype-for-online-censorship/) and Russia.
In Russia, there is a law that allows a prosecutor to ask Роскомнадзор to block a website that encourages teens to commit suicide, sell narcotics, etc. The website owner is given 24 hours to remove the content or face blocking.
In Germany, they have a law that bans content that prepares serious acts against national security, distribution of literature motivating such attacks, encouragement of criminal behavior, and hate speech against religion and gender. The users are allowed to report illegal content to the social media network. The social media that hosts the content is required to remove it.
Prosecutor's spokesman: We propose the implementation of similar laws and oversight in Armenia. It will apply to illegal content such as narcotics, incitement of crimes, and other illegal things that are not protected by free speech.
There are no specific plans to form an agency like Russia's Roskomnadzor. The article brought Germany and Russia's Roskomnadzor as an example to explain how the process works in other countries, it did not say a similar agency should be formed in Armenia. //

Poladyan, ambassador to Tunisia and Morocco: Middle East is where the interests of the superpowers collide. Armenia launched an effort to establish relations with these states since our independence days, and by 2000, we had relations with almost every state, except Saudi Arabia. But we hope we'll be able to establish new relations with them by the end of this year.
UAE ambassador Rashid: Armenian communities enjoy great respect in many parts of the world, including in UAE. We place great emphasis on tolerance and values.

▶︎ They signed a cooperation memorandum. India will issue a grant to Armenia for High Impact Community Development Projects, in the fields of trade, economy, tech, science, and education.
▶︎ Deputy PM Matevosyan hosted Verma to discuss the implementation of international transport routes in the region.
Matevosyan: We seek a more ambitious agenda with our Indian friends. We are making large investments in the direction of infrastructure development. We also expect the active involvement of Indian construction companies in these large-scale tenders. //
▶︎ The Indian diplomat met the rector of Yerevan State Medical University, which has around 2,000 students from 33 countries, most of them from India.
Rector: Our Indian students sing Komitas and read Charents. They are the bearer and spreader of the Armenian cultural heritage. A new room with a library and medical literature has opened recently, named after Mahatma Gandhi. It was built with the help of the Indian embassy.

Innoprom 2022 international industrial exhibition was held in Russia
Armenia's Economy Minister Kerobyan invited Russian PM Mishustin to visit the Armenian pavilion and learn about how Armenia, being an "economic and cultural bridge between the West and the East", can "become a solution in overcoming today's global challenges."
Armenia plans to build a large international trade hub in Gyumri. It will process, store, and clear the goods.
Mishustin also learned about cameras, laptops, jewelry, and other crap made in Armenia.

Justice Minister Andreasyan: We are taking steps to fulfill GRECO's advisory requirements and we hope that all of them will be implemented in the near future. We have achieved significant progress with the introduction of the Anti-Corruption Courts, Anti-Corruption Committee, and the illegal asset forfeiture departments.
EU ambassador Wiktorin: Thank you for the development and smooth implementation of the anti-corruption policy. It's also important to develop and adopt a model code of conduct for all public servants in Armenia.

Special rules of conduct will be developed and adopted for every state institution in Armenia, implemented by Armenia's Corruption Prevention Commission, aided by the Council of Europe. Supreme Judicial Council is electing a new president after the termination of chief Vardazaryan and the resignation of acting chief Jhangiryan
No one was elected today, so the senior member Sergey Chichoyan will serve as the acting president for now.
The embattled former president Vardazaryan is suing to get his title back. He wants the SJC not to elect a president until his lawsuit is over.

Turkish textile company is suing the defense ministry of Azerbaijan
Textile company Öztek Tekstil Terbiye has filed a lawsuit in Istanbul court against the MOD of Azerbaijan. They claim the latter has failed to pay $157,000 after the contract signed in 2015.
The company has been delivering clothing materials for Azeri soldiers but hasn't been paid in full, according to the complaint. The trial will continue in November.

almost 1,500 reservists are being drafted as part of the upcoming 90-day retraining exercise
The street opposition complained that a few dozen of the summoned 1,500 reservists are their members. Without evidence, one ARF leader claimed that their members were targeted intentionally. The army denied it.
The regular practice of summoning reservists began last year. The goal is to retrain the men who haven't been in the army for a lengthy period.

2,000 hectares of land will be irrigated in Artsakh after the reconstruction of the Sovetarkh canal
Dozens of water projects are underway in Artsakh. The largest one is the construction of the Patara reservoir which will have a 6 million m^3 capacity.
Sovetarkh canal feeds from Karkar River. Some of it is complete. Over 2,000 hectares of nearby lands will be irrigated when the project is ready.
Hilis reservoir was built and launched recently. It's irrigating 300 hectares.

police carried out mass arrests in Armavir
Police report: An Armenian man living in Russia and a resident of Armavir had strained relations. The man decided to return to Armenia to "punish" the Armavir resident. They armed themselves with metal pipes and called the resident to meet somewhere to settle the dispute.
The Armavir resident and his friends, in turn, armed themselves with guns and sticks and waited for the arrival of the rival group.
Several shots were fired. One man received a serious gunshot wound. The groups shut down the traffic for 5 minutes and used profanity at each other while exchanging fire. //
The police conducted multiple raids and arrested 29 alleged participants. The incident happened in November. Their case is in court.

the government is changing the definition of "full-time work" for teachers
As part of the ongoing education reforms, the number of required weekly hours to be considered "full-time" will reduce from 22 to 18 in elementary, and from 22 to 20 in the middle/high. The change will roll out gradually until September 2023. [It could raise some teachers' salaries.]

Field expert Serob Khachatryan: In 2020 the Ministry proposed a large reform package aimed at teachers, some of which has already been implemented:
▶︎ Teachers and students who have to travel long distances to reach school are receiving more assistance.
▶︎ Teachers who travel to the border and mountainous areas are getting a bonus.
▶︎ Starting last week, teachers will get paid a bonus $70 if their school has fewer than 100 schools.
▶︎ STEM teachers will get a $70 bonus.
▶︎ The voluntary attestation system was introduced to give a 30%-50% raise. There was/is also a mandatory attestation process every 5 years that allows teachers to keep their job.
▶︎ The most concerning news is the lack of interest in the Pedagogical University, which prepares our future teachers. We need 10-100 times more applicants. We have 31,000 rank-and-file teachers in Armenia, down by 900 from a year ago.
▶︎ Years ago it became mandatory for a person to graduate from a pedagogical institute in order to work in school. This excluded YSU and other university graduates. But since we have a teacher shortage today, the government recently decided to relax the requirements. You can get 30 credits at your university and gain the right to be a teacher. If you want to be a STEM teacher you don't even need those credits ahead of time, you can study and gain your credits simultaneously as you teach.
▶︎ Distance education system was introduced for rural villages that lack teachers.
▶︎ Teacher's weekly load/hours will reduce from 22 to 18 hours in elementary, and 20 in middle/high.
▶︎ Starting in 2026, classrooms cannot have more than 20-25 students, down from the current 35. This is excellent news, as long as you can prepare enough teachers by 2026 which will be a challenging task.
▶︎ As part of the government's 2023-2025 plan, more funds will be allocated to education. It will reach 2.6% of GDP, I believe the highest in recent times.

Armenian parents can go to jail for beating their kids
The new Criminal Code went into effect on July 1. What does it say? Individuals responsible for the child will pay a $20 fine or go to jail for up to 1 year if they commit negligence that leads to a worsening of the child's health.
Experts advise parents not to use physical force against the child under the guise of "դաստիրակել", because it could have a serious negative psychological effect.

Cadastre Committee: We've been studying May statistics dating back to May 2010. The highest number of transactions was this year. This is contributed by the mortgage subsidy programs provided by the state.

0.5k of those 5k sales involved foreign citizens. Foreign citizens purchased 0.2k apartments (+55%). They are mostly Russian, US, and Iranian citizens.

In Yerevan, the price per m^2 has gone up by 17% since last year's May. Realtors say the demand and prices have increased significantly after the war in Ukraine.
The state doesn't have accurate information about the number of rental apartments and monthly rents because many landlords prefer not to report it so they can evade taxes.

Armenian tourists are canceling flights to Hurgada after a series of shark attacks
The second woman was killed while snorkeling in Hurgada last week. Egypt will shut down several beaches for now.
Several Armenian tourists said they have canceled their trips, while others are considering doing so. The majority of bookings, however, have been left untouched.
The head of an Armenian tourism agency believes the sharks came so close to the beach because someone had sacrificed a goat earlier and left the bloody inedible flesh in the water.
