Podcast: programmers offer a new air defense system against drones

It features the founder of Vishapakagh, an "active air defense system with automated optical detection". They participated in a state-sponsored program called 100 Ideas for Armenia, featured in [December 7 news post](https://www.reddit.com/r/armenia/comments/rb9p3g/news_dec72021_the_hagues_interim_verdict_armenia/).

Founder and ex-officer Albert Hovakimyan: New approaches are necessary because there are almost no means to reliably fight the kamikaze drones, in particular the Israeli-made Harop. Drones are getting physically smaller while their quantities increase. The management is switching to AI.

Our project is a solution that requires minimal production resources with modern tools. It has a modular structure interconnected by a local network and can be used with different combinations of modules. It is the combination and use of some of the means already produced in Armenia, which together will form an active air defense system. It is unique in that the principles of the existing radar detection-tracking and radio-electronic suppression methods will be done using optical solutions.

The defense network will detect and suppress enemy drones with semi-automated and automated systems. In the event of optical visibility, the enemy drones will be destroyed as they approach the target.

This is a completely digital solution. The components won't require immediate constant service by humans. Set it and forget it. The management and control will be carried out through the internal local network by one team. This team can substitute the դաշտային դիտարկման կետ by doing the job more efficiently. Lack of the need for an operator on-site will save lives in the event of an attack.

The project is currently in the research phase. As a programmer and air defense expert, I'm confident that with the involvement of a small group of IT experts, we can achieve great results. //

Today was president Sarkissian's final day to rescind his resignation letter. He didn't, so a new president will be nominated. The media reports that the ruling party is discussing Minister Khachatryan's nomination.

Khachatryan's role in USSR-era industrial production helped him become the Minister of High-Tech & Industry. Officials discussed the benefits and risks associated with the use of AI during an AI conference. IRS recently cooperated with the American University of Armenia to detect tax-related risks with the use of "machine learning elements".

IRS official: Data will soon become more expensive than minerals... The AI has helped to make taxis more convenient for us, but lately, an interesting issue came up. Two of us, standing next to each other, ordered a cab to the same destination from the same service. We had a cheap and expensive phone, which is presumably why our fees were so different.

Deputy Premier Matevosyan met ambassador Tracy on Monday. They congratulated each other on the 30th anniversary of AM-US diplomatic relations.

Matevosyan expressed gratitude for continuous aid to strengthen democratic and anti-corruption institutes. He emphasized the U.S. role in OSCE.

The ambassador agreed that the issue of Nagorno Karabakh status has not yet been resolved and that it should be done within the OSCE Minsk Group format.

EU wants to diversify its gas sources

update: PACE's pro-Armenian resolution includes elements lobbied by Armenia

TLDR was in [January 27 post](https://www.reddit.com/r/armenia/comments/se77sg/jan272022_modernizing_armenias_industrial/). Another notable thing about the resolution was that it's closer to Armenia's official stance on the Karabakh conflict. It's better than PACE's 2021 resolution.

Compared to that one, the new resolution adds "Nagorno Karabakh conflict" in addition to the "Armenia-Azerbaijan" conflict. Pro-Azeri terminology, which promoted the idea that the conflict no longer exists, was replaced with pro-Armenian terms.

Transcripts show that Azeris made numerous failed attempts to remove the "Nagorno Karabakh conflict" phrase.

The resolution calls for the immediate release of all Armenian "captives". It also uses the term "POWs", which is also important. Azerbaijan was lobbying against it.

The resolution was adopted last week. Russian delegates abstained. Turkey, Azerbaijan, and PU MP Mamijanyan voted against.

Azeri officials are likely lying about the taxes they collected from Iranian trucks on Goris-Kapan road

Construction of Tatev-Aghvan road finished late last year to substitute the problematic border road. It is yet to receive another asphalt layer and a bypass section to make traffic faster, but most Iranian trucks have already begun using this road, according to a fact-checker.

Azeri officials claimed to have collected $1.2 million in tariffs from Iranian trucks in the past couple of months. A fact-checker did the math and has big doubts about the claim.

7,233 Iranian trucks crossed the Meghri border in that period. The vast majority used the new road. Only ~5 Iranian trucks continue to travel via the old road every day, according to local observers.

These trucks pay $130 for regular and $260 for a hazardous load. With an average of $195, it's probably under a hundred thousand grand for the period.

The Azeri claim would be true if almost every Iranian truck continued to use the old road.

Nzhdeh cooperated with the German army during WW2 to prevent dozens of thousands of ethnic Armenian POWs from dying in concentration camps. He would later allegedly offer help to USSR if it fought against Turkey. He had a rocky relationship with USSR after fighting the bolsheviks to save Syunik province.

The Armenian community of Moscow organized the display of the "Garegin Nzhdeh" movie. An unidentified karen called the police and the party was broken up. It was apparently against Russia's ever-increasingly tight laws against anything that has any connections to WW2-era Germany.

Armenian embassy condemned the "mischaracterization, fake news, and attempts to desecrate Nzhdeh's memory by certain media outlets". Aliyev always injects himself whenever Nzhdeh's topic comes up, and this time wasn't an exception. Armenia and Netherlands marked the 30th anniversary of diplomatic relations

The states have since signed dozens of cooperation agreements. The Netherlands has been helping Armenia with democratic reforms and the promotion of human rights.

pack of stray dogs attacked a woman in Gyumri

24yo Mariam Hakobyan: I was walking to work through a residential neighborhood as usual, without paying attention to the stray dogs. There have never been that many.

This time there was ice on the road so I took it slow. Suddenly, the loud barks made me jump. The dogs began charging towards me. One of them attacked, followed by 7-8 others. They were trying to jump and bite.

I screamed and a passerby started throwing rocks at the dogs. He knocked on the nearby door. People ran outside and took me in. I was shaken. //

A few days before the incident, the Shirak governor Nazeli Baghdasaryan met the Gyumri administration to discuss the stray dog problem. "We need to regulate it because they are a danger to the public. It can be done without cruelty."

Animal cruelty was made a felony in 2019. The governor believes legal amendments are necessary to add more exceptions. There are discussions to create new agencies in provinces to kill the aggressive stray dogs while neutering the others.

Education Ministry dismissed rumors about all schools and unis switching to distance education next week

Ministry: No new decrees have been issued. Per existing regulations, each education center can independently decide to switch to distance learning for 2 weeks if Covid infections reach a certain level.

How do you protect yourself from food antibiotics? | Food Analysis & Risk Assessment Center has new equipment and advice

Director: Our center analyzes the food that's produced and consumed in Armenia. One of the concerns is the presence of nitrofuran antibiotics in poultry, honey, and dairy. This is a worldwide problem. We're conducting a study at the moment.

There was a study among fitness enthusiasts who consume lots of poultry for protection. Their antibiotic intake was higher.

How can you protect yourself?

Risky foods are the ones you consume every day and in large quantities. Honey, for example, is consumed in small quantities - a few hundred grams a month.

We're studying poultry, beef, and pork meat at the moment. The results will be published soon. Meanwhile, you should keep in mind that most antibiotics pass into the broth.

Dump the broth after boiling for 1-2 minutes [do it when your grandma is away unless you want to get stabbed with a kitchen knife in the neck]. Add new water instead and continue boiling. This simple method eliminates 70-80% of risks. Adopt a balanced diet with a variety of foods.

What should be done?

1) We need a stricter state regulation to make antibiotics obsolete.

2) Implement a security mechanism to prevent export problems for Armenia.

3) Offer legal substitutes to illegal antibiotics. The world is replacing them with probiotics and preventative care for animals.

Recently, our lab received state of the arm equipment and storage area. The device for determining the protein content in food is now automated. It used to be a manual process; the smallest chemical error would lead to incorrect results. //

vehicle insurance prices will change for regular owners and taxi drivers

The Bureau of Car Insurers consists of representatives from vehicle insurance firms, NGOs, police, and Central Bank.

Citing a need to address quality issues and keep the insurance system stable, they recently announced a premium hike for most drivers and adjustments to how the risk factors are calculated. Basic insurance went from $38/year to $45/year for most drivers.

It will be a fixed $85/year if you haven't had insurance within the past few years. It used to be $54-$110 depending on the vehicle engine.

Taxi insurance premium, on the other hand, will significantly reduce from the current $95-$203 because it no longer matters if you're using the vehicle for personal use or taxi. The driver's personal risk factor is what will be used.

The bonus-malus system, which calculates the driver's risk factor, will see changes. There will be 25 maluses instead of 22. In the past, the insurance would take into account the number of at-fault incidents. Now, it will also look at the size of the claim.

An at-fault incident would always lead to 4 malus points in the past, leading to a premium hike. Now the premium hike will use a progressive system that depends on how costly the incident was.

Several unhappy drivers organized a protest. Some of them were detained after a confrontation with police.

An insurance agent said the changes were expected and necessary. "At the moment, insurance firms are refusing to insure small vehicles through agents." He disagreed over protesting drivers' "superprofit" claims.

prosecutors file criminal charges against a judge

They asked the Supreme Court to strip him of immunity to be able to proceed with arrest after an investigation at NSS. No details were provided citing the need to "protect the judge's reputation in the pretrial period".

The Syunik judge had recently freed Ashot Minasyan (accused of illegal weapon possession, and earlier accused of intending to "take out" Pashinyan).

The opposition and "pro-Kocharyan" judge Alexander Azaryan claim the case against judge Bakhshyan is political, while prosecutors claim Bakhshyan's investigation had started a lot earlier over an unrelated event.

The Supreme Court panel will decide whether there is credible evidence of a crime committed by the judge. Update: The Supreme Court has authorized the charges and lifted the personal immunity.

Armenian Boxing Championship is over 🍿

Winners were declared in ten weight categories. A drama unfolded in the 67kg category after the fight between Harutyun Hakobkokhyan and Gurgen Madoyan.

Hakobkokhyan's father clashed with referees over the decision to declare Madoyan as the winner. Hakobkokhyan refused to leave the ring. The results were officially challenged. The winner is unknown.
