update: the government will "boost" your salary by up to 70% if you are a skilled professional | program to promote repatriation & encourage locals to gain experience abroad
[Context in Thursday news digest](https://www.reddit.com/r/armenia/comments/wg7mr5/your_thursday_news_digest_from_armenia_aug42022/). There state will give the specialist an amount equalling 20%-70% of their salary depending on their qualifications and type of work.
Official: This is part of our 5-year plan to raise our economy's productivity. We have 3 main programs to help achieve this: subsidize the purchase of modern equipment, ensure an inflow of skilled professionals, and the digitization/optimization of business processes.
If a company wants to acquire new machinery, we will subsidize the loan interest for several years [SMEs get better terms]. We have convinced almost every bank to join the program. It's been available for 3 months now. Each equipment purchase contract can be worth up to ֏10b ($24m), which is quite a lot.
Initially, this program was limited to the processing industry. We've recently decided to include construction, education, science, healthcare, etc.
Reporter: Tell us about the program to attract professional workers.
Official: It has to be someone with 10+ experience in a specific list of companies. If they agree to relocate and work in Armenia, the government will return 20% of their salary, so basically they "won't pay" an income tax. The state will pay up to ֏1m/mo.
A professional is also someone with a Bachelor's Degree or higher from the world's top 400 universities. The same rules apply to them. However, to qualify, they must spend 12 of the past 30 months working abroad.
Professionals with Ph.D. from top-400 universities will receive a payment size of 50%, no more than ֏1.5m/mo.
If the professional with Ph.D. decides to teach at a university, the amount will equal 70%.
Reporter: How many specialists' salaries can you afford to subsidize every year?
Official: There is no limit on the budget. We are aiming for long-term results. Not only do we want to bring skilled professionals to Armenia, but we also want to encourage the locals to travel abroad to gain experience and education.
Reporter: Employees of which job sectors qualify for this program?
Official: Every sector. We need specialists in every field. Today our economy has a problem with productivity. Armenian workers produce only $6/hour, which is quite low, even for our region.
Reporter: Does the specialist qualify for the payment if they work remotely from abroad?
Official: At least not for now.
Reporter: What percentage of diasporan Armenians have graduated from the top-400 universities?
Official: We don't know. Diasporans are not the primary target of this program. It's for diasporan professionals AND locals who decide to gain experience abroad.
Today, our businesses are making some attempts to invite foreign specialists to boost their productivity. For example, the Gyumri-based textile company Zakaryan Jeans has invited Italian experts to live in Gyumri and work on the technological component.
Our companies need experts for research and development to boost their productivity. Many foreign companies already employ their in-house R&D teams who work on improving their products. Some foreign businesses that operate in Armenia are also doing this. We want Armenian companies to join the practice.

Gen. Samvel Babayan responds to ceasefire violations by Azerbaijan:
In recent days, taking advantage of the geopolitical shifts, Azerbaijan has been using force to dictate a new agenda in the area of responsibility of the Russian peacekeepers, by presenting groundless demands for the demilitarization of Nagorno Karabakh and the disbandment of the Defense Army.
▶︎ We strongly condemn Azerbaijan's violation of the Nov. 9 agreement terms and aggressive policies.
▶︎ The soldiers from the Republic of Armenia have been withdrawn from Nagorno Karabakh. The security is organized only by local self-defense forces and a small contingent of Russian peacekeepers.
▶︎ Artsakh people have no choice but to defend themselves because of Azerbaijan's policies of ethnic hatred and the destruction of Armenian culture and monuments.
▶︎ Artsakh Republic is carrying out self-defense according to UN laws. Any demands to disband the Artsakh Defense Army are unacceptable and go against the Nov. 9 agreement.
▶︎ Because of the aggressive interventions by the Azerbaijani side, it is necessary to endow the Russian peacekeepers with internationally established guarantees and clear functions.
Artsakh-Azerbaijan borders on August 5
Artsakh Defense Army: The situation has been relatively calm. Tensions remain in some regions. Azerbaijan used rifles to violate the ceasefire. No injuries.
3 of the recently wounded soldiers have been discharged from the hospital. 3 others remain in serious condition. 1 was in critical condition but he is showing signs of recovery.
Artsakh Defense Army: We deny Azerbaijan's claims that we violated the ceasefire 9 times today. Azerbaijan has repeatedly violated the ceasefire throughout Friday. The situation is relatively stable. //

Artsakh clarifies what "partial mobilization" means
Yesterday, President Arayik Harutyunyan declared a partial mobilization after the August 1 attacks.
Government: We've seen various interpretations of "partial mobilization", so here is what it actually means. Amid the recent tensions on LoC, it became necessary to recruit more personnel for specific military units and civilian offices. Each relevant agency will decide the scale of mobilization.
Since the mobilization is for specific military units, only citizens whose names are attached to those military units are being mobilized. This includes public officials and ordinary citizens alike - everyone is equal. If you haven't received a notification to appear, that means your military unit has not organized a mobilization process.

Artsakh government invited residents of Lachin villages to discuss the planned relocation to other parts of Artsakh
Residents of Berdzor and several nearby villages will be relocated once the new Armenia-Artsakh road is complete and the peacekeepers move to the new area, according to the Nov. 9 agreement. Azerbaijan violated the terms and demanded peacekeepers organize the process sooner.
Artsakh government invited the residents on Friday to discuss the relocation plans. Infrastructure Minister Hayk Khanumyan said the process will take place by August 25.
In Berdzor, residents attempted to shut down the traffic on the Armenia-Artsakh road as a sign of protest.
Resident: They are trying to force all 150 residents to leave. We want to speak with the head of the Russian peacekeeping force to understand why they've decided to withdraw from this area.
Berdzor mayor: The residents can receive a place anywhere in Artsakh if they wish to relocate there, or to Syunik. If they decide to settle in other provinces of Armenia, we will do our best to help them. //
A group of residents met the head of the Russian peacekeeping force on Thursday and urged them to guarantee their access to occupied villages like Parukh and Khtsaberd, located in the peacekeeper zone.
Organizer Arthur Osipyan: We haven't received any assurances from the chief peacekeeper that new incidents on the LoC won't happen again. They told us they don't have enough resources and permission to counter the aggression of the Azerbaijani side. What they have is barely enough for self-defense, they said. If you can't guarantee peace here, then say so!
Peacekeepers conveyed Azerbaijan's demands to leave the settlements in the Lachin corridor now, which is in violation of the Nov. 9 agreement's terms. We don't understand why the Russian side transferred us that message. Who allowed Azeris to enter these areas to build a road?
The head of the Russian peacekeeping force told us that what Azerbaijan is doing today is an "order" from various centers and that they will sooner or later answer for their actions. [cough cough?]
We told Volkov [chief peacekeeper] about our casualties. He was concerned and assured that Putin will be informed about everything. //

foreign ministries of Armenia and Russia exchange messages about the effectiveness of the peacekeeping force
Pashinyan questioned the effectiveness of Russian peacekeepers during [yesterday speech](https://www.reddit.com/r/armenia/comments/wg7mr5/your_thursday_news_digest_from_armenia_aug42022/), citing several instances of inaction by peacekeepers that led to the occupation of villages.
FM Lavrov: Every signatory to the tripartite agreement is allowed to propose additional initiatives. We have not yet received any proposals from Armenia.
Armenian MFA: Our concerns regarding the need to increase the effectiveness of the peacekeeping force was transferred to the Russian leadership in written form in February 2021.

construction is underway to build a new gas pipeline and cables alongside the new Armenia-Artsakh road
Artsakh official: It won't be ready by August 25 but the construction is underway. Gas, electricity, communication line, etc. They should be ready when the road construction ends on the Armenian side.
Reporter: Does that mean the gas pipe and communication links will be temporarily under Azeri control?
Artsakh government: That has always been the case, in some locations.

Marukyan: Perhaps you haven't noticed, but Armenia was quietly fulfilling its obligations regarding the Lachin corridor, by waiting for the [tripartite] discussions to approve and design the road. The agreement states that a plan to build a new road would be decided within the first 3 years.
But then suddenly, in May, our so-called "analysts" and "opposition" began to manipulate the topic of "government surrendering Berdzor and Aghavno". This, in turn, weakened our positions on the negotiation table. Azerbaijan made the best use of these people and injected its narratives into the Armenian media domain to understand the Armenian side's arguments. This was followed by the provocations on LoC and the implementation of their Armenian collaborators' arguments, with a gross violation of the timeframes envisaged by the tripartite statement, just as their Armenian collaborators were insisting earlier. Aren't you tired of helping the enemy by making Armenia's vulnerable position even more difficult, for the sake of your fight against the government? //

landmine, bullet, and the Earth's gravity kill 3 Azeri soldiers in separate incidents
Rocks fell in Lachin and instantly killed Azerbaijani serviceman Khudiyev and seriously injured his comrade Aliyev. The latter died in a hospital.
Azeri MoD also reports that one of its soldiers died from a gunshot wound inflicted by a comrade near the border with Armenia.
The third soldier, Babek Aliyev, blew up on a landmine in the occupied Karvachar district.

Azeri authorities targeted an activist for making anti-war statements
Rustam Ismailbeili: If the government is allowed to expand its powers during times of emergency, then it will repeatedly create emergency situations to expand its powers. If the public continues to support the government in every crisis, the crisis will never end.

Emmanuel Macron tells Aliyev to negotiate with Armenia
France: President Macron expressed his concern over the serious incidents that have occurred in recent days, particularly in the area of the Lachin corridor.
He called for everything to be done to avoid an escalation and to give full scope to negotiations with Armenia. He stressed the importance of respecting the commitments made under the ceasefire agreement of November 9, 2020.

US Ambassador to OSCE:
I am deeply concerned for the security of those living in and around Nagorno-Karabakh due to the reports of renewed fighting in the area. We do not want a return to widespread hostilities as we saw in 2020 and urge immediate steps to reduce tensions and avoid further escalation.

European MPs sent a letter to EU's foreign minister Josep Borrell
Dozens of MPs: While the world's attention is focused on Ukraine, the situation in Nagorno Karabakh is deteriorating. Azerbaijani forces attacked the village of Parukh on March 24 and violated the ceasefire on May 28, fatally wounding an Armenian soldier.
This happened a day after a crude speech by Aliyev, in which he presented the use of force as an approach to enforcing international law, claimed that the conflict over Nagorno Karabakh had been fully resolved, made claims to Armenian territory, and said in harsh words that the "Nazis in Armenia" [... ] "should keep quiet and not dare to even turn their eyes to Azerbaijan if they do not want their heads to be crushed again."
These actions and statements are in open contradiction with the provisions of the Nov. 9 ceasefire agreement and the spirit of the declaration issued after the May 22 Brussels meeting.
Josep Borrell: Deeply concerned. The prior meetings have already produced results but a peace process is never without difficulties.

European Parliament's South Caucasus envoy criticized Azerbaijan
Marina Kaljurand: I am appalled by the recent serious breaches of the ceasefire on the Nagorno-Karabakh LoC and in particular the military operation launched by Azerbaijan on 3 August around the Lachin corridor and in the north-western section.
As admitted by Azerbaijan's Ministry of Defence, its operation included airstrikes by drones and resulted in the capturing of a number of advantageous new positions beyond the LoC.
I call on all actors to show utmost restraint and stress that all military units must retreat to their positions in line with the Nov. 9 statement.
Azerbaijan and Armenia have a historic opportunity to end decades of conflict and lay the foundations for a peaceful and prosperous region. //

A group of protesters stormed into the embassy and replaced the flag of Azerbaijan with a religious one, while chanting in Arabic.
Azeri MFA: We summoned the UK's charge d'affaires to express protest in connection with the attack. The provocation seriously affects the security of the diplomatic representation.
British charge d'affaires: We are deeply concerned. //
The group that entered the embassy is called "Mahdi Servants Union", a Shia Muslim organization based in London. They complained about the mistreatment of Shia Muslims by the Azerbaijani regime.
The British press writes that the group's leader is a controversial cleric whose film had to be pulled from UK cinemas earlier this year after raising the ire of Sunni Muslims for its interpretation of Islamic history.

the Tatev-Aghvani alternative cargo road in Syunik is getting the 3rd and final asphalt layer
The road was built last year to replace the one traveling alongside the state border. At the time, the construction crews built the minimum necessary layers to have traffic ASAP, while the state ordered them to delay the installation of the final layer while the quality checks were underway.
At the moment, the construction company is installing the 3rd and final layer of asphalt on a 17.5km section.

Municipality: Manholes in Yerevan have been a major source of headaches for decades, especially for drivers. The worn-out lids and uneven asphalt surrounding them pose a danger.
Although it is the responsibility of the water and utility companies to repair the manholes, to ensure public safety, we've decided to take it upon ourselves to fix them.
Efforts are underway to replace the lids on 770 manholes this year. Another 22 will be flattened and brought to the road level.

Yerevan inspectors issued citations to hundreds of unauthorized sidewalk vendors
The city has ramped up the fight against unauthorized street sales in the central district. Last month they issued 127 citations across the city, and so far 30 in the first few days of August.

state consumer protection agency wins a lawsuit against a poultry company that mislead consumers with "eco" tag
Report: The court has sided with the Competition Protection Commission in the case against Lusakert Ltd. The use of the "eco" tag on non-organic food products is an unfair business practice and misleads the consumers. It doesn't matter what alphabet was used to write "eco". //
The dispute began after the company sold non-organic eggs labeled "eco-skies". They unsuccessfully argued in court that the "eco-skies" was used as a label on a jet depicted on the egg crate. [չե մի չե, a tattoo on Steve O's back...]

IRS busted an illegal mining operation in Armavir
IRS: A Yerevan resident purchased a 2-hectare agricultural land in Getashen and began extracting sand-gravel mixture without a mining license. They were moving the product during the evening hours to avoid detection.
The damages were estimated at ֏39m. Criminal proceedings have been initiated. //

update: effort is underway to clean Lake Sevan and its shores from submerged vegetation to combat algae bloom | VIDEO
The cleanup crews near Vardenis have reached a swampy area. The 1.5-meter swamp makes it very difficult to carry out the work, but the cold weather provides much-needed relief to the equipment by freezing the ground.
They are using 30 tractors and trucks in this area. Last year they cleaned 98 hectares, including 4 within the water.
Official: This has been the most difficult operation in decades. Last year we were supposed to remove 5,500 m^3 mass but the volume exceeded 12,000 m^3.
We are choosing the cleanup location with the use of drones and satellite photos. The end goal is to allow the lake to safely raise to the 1901.5m mark.
Initially, the government allocated ֏570m for the 3-year program but we needed more because this year we came across an unprecedented difficult area full of deep-rooted stumps. //

$25 million cattle breeding investment agreement was signed on Friday
Yeremyan Farm has signed an investment agreement with the government and the Eurasian Development Bank. They will replace the animals that have low productivity, expand agricultural areas for growing fodder, and expand the production of meat and milk.
They will build a modern breeding barn for 7,200 cows and pigs, and hire 300 employees.
Company: This is an unprecedented project in Armenia's livestock industry. We are assuming a great responsibility to develop a new culture of modern livestock and dairy production in Armenia.
