border casualties: Azerbaijan makes a failed attempt to capture a position in Gegharkunik

Armenia's Defense Ministry: between 3:40-8:30 am, Azeri forces violated the ceasefire in Gegharkunik. There were localized battles. Both sides sustained casualties. The entire responsibility for the aggravation of the situation falls on the military-political leadership of Azerbaijan. //

The Armenian side reported three deaths and five injured/wounded with shrapnel/bullet.

Armenia's HR Ombudsman: villagers from Gegharkunik's bordering Verin Shorzha and "sarategh" areas reported intensive fire at night, and that Azeris stop only when Armenian troops suppress the fire. This is a crime committed by Azerbaijan. It doesn't allow villagers to live peacefully and do their farming... Azerbaijan is firing towards civilian settlements for political reasons.... The international bodies will be notified about the need to take steps to end the ceasefire violations.

Armenia's Defense Ministry: the Azeri attack was at the Sotk-Verin Shorzha direction of Gegharkunik [furthest south-east from Lake Sevan ]. An intense shootout ensued. They were trying to improve their positions to pave way for advancement. The Armenian servicemen are carrying out their duties to prevent the opponent's advancement.

This ceasefire violation was ahead of the upcoming negotiation process in Moscow. [Armenian MOD representatives have been in Russia lately. A meeting was held yesterday but not details were given. Negotiations are planned between Defense Ministries of Armenia and Russia soon.] //

Armenia's Foreign Ministry: the entire military-political arsenal will be used in response to the use of force against the territorial integrity of Armenia. The Azeri troops, that have been illegally located in Armenian territories since May 12, have attempted to attack the Armenian positions at around 3:40 am. Local battles broke out.

The Azeri side is intentionally destabilizing the situation and maintaining its illegal presence in Armenian territories. The entire responsibility for further escalation falls on the military-political leadership of Azerbaijan. //

The former regime alliances headed Kocharyan and Serj seized on the opportunity and released a message: "The inaction and incompetence of the authorities prove once again that the recent elections, unfortunately, failed to solve the primary security problems facing Armenia". Independent MP Babajanyan's party criticized the former regime for their rhetoric during wartime, and warned against "treacherous acts against the state." Serj's HHK party also said they will contact their international colleagues to raise awareness about Azerbaijan's aggression.

Armenia's Defense Ministry: as of 9:20 am, the Azeri troops sustained casualties and were thrown back to their original positions. The situation is stable in other parts of the border, too, and is under full control of the Armenian armed forces. //

The Azeri media reported that the Armenian army used tanks and 120mm mortars to shell the Azeri positions.

Azerbaijan has accepted Russia's ceasefire offer. Armenia announced the same. Azeri MFA accused Armenia of "provocations" and avoiding the border delimitation process. Armenia had earlier announced that there will be no delimitation process for as long as Azeri troops illegally occupy Armenian territories.

Armenia's Defense Ministry: no border changes in the line of contact. The situation is under the control of the Armenian armed forces. //

deputy mayor of Geghamasar (20km from border villages): I just met the residents. Everything is fine. The shots were heard from the nearby border positions but they were not directed at Geghamasar... I don't think this was an attempt to capture the villages; there would have been a bigger war if that was the goal. They are 4-5 kilometers away from Norabak-Kut villages [Gegharkunik border villagest]... This is a temporary conflict that will be resolved once the borders are clarified. //

mayor of Vardenis (14km away): the shots began from the Sotk area and continued to Verin Shorzha [it's a 15km front across Gegharkunik]. The wounded soldiers will recover. //

Wounded Armenian soldier recalls the events: we were patrolling at night. It was dark and foggy. The Azeri positions were 10 meters below us. Their patrols were watching us to make sure we were not going in their direction. They suddenly opened fire. I was wounded //

Another Armenian soldier: we were carrying out our duties as usual when they suddenly opened fire. We returned fire. //

French ambassador about ceasefire: the political process between Armenia and Azerbaijan should not take place while using force... The Nov 9 statement is yet to be fulfilled; there are still POWs in Azerbaijan... [Speaking of POWs. Two Armenian POWs received a 15 years sentence in Azerbaijan over bogus charges]... President Macron's upcoming visit to Armenia will aim to help the political processes in the region. //

The U.S. State Department contacted the Azeri MFA to discuss the latest escalation.

Armenia's Defense Ministry met the military attaches of foreign states to present details about the incident: Azeris attacked and temporarily captured a position with the goal of securing further improvements through engineering. The Armenian forces counter-attacked and recaptured the position. The Azeri side sustained numerous casualties and retreated. The situation was calm as of 6:00 pm. //

Journalists went to the recaptured position and interviewed the soldiers. "The personnel fought until the end and preserved the neighboring positions until the reinforcements organized a counterattack, throwing the opponent back to their initial positions," said commander Soghomonyan. "Our unit organized a counterattack, bypassing the enemy and attacking from the wing. We recaptured the position. Our personnel attacked from below. The enemy retreated by the time we reached here," said commander Grigoryan. The church sent a priest to bless the boys.

Armenia will assume chairmanship of CSTO military bloc

Parliamentary Foreign Relations chief QP Rubinyan: Armenia will assume the CSTO chairmanship on September 16, with all the ensuing consequences. There has been a process in CSTO after the May 12 Azeri occupation of Armenian territories. We will continue to use the tools available to us, and we believe CSTO must give an appropriate response to the situation because that is CSTO's obligation.

Defense Ministry announces plan for a 3-month training of army reservists

The MOD drafted a plan to summon 869 reservist soldiers and officers for training between Sep 15 - Dec 15. They have different experiences (air defense, motor-rifle division, intel, radiocommunication, etc.) and will have various duties during the retraining.

These reservist drafts are not new. Here is one from 2019, although this year's retraining will last considerably longer.

[General Samvel Babayan had earlier suggested retraining the reservists on a quarterly basis to pick the best ones for the future professional army. It remains to be seen whether these events are related.]

anti-corruption: the mayor of Avshar (Ararat) is accused of embezzlement

Police report says: between 2007-2017, the mayor instructed directors of an agency to continue to pay salaries to individuals who were registered as city employees but were working in his personal residence instead. ֏9.6 million was embezzled.

Moreover, in 2010, the settlement received a ֏95 million food processing equipment as a donation. The mayor gave it to his brother for business use, before selling it to him for only ֏19 million. His brother then resold it to someone else for ֏75 million. They embezzled ֏56 million. A felony case is launched and sent to prosecutors. //

The Healthcare Ministry says the purchase of these vaccines will increase the share of the vaccinated population by 10%. Lately, they've been working on refrigeration technology across Armenia to allow the safe storage of Pfizer.

Pfizer will be presumably for adults. Sinopharm was cleared for the 3-17 age group by WHO.

Yerevan is looking for designers to revamp the popular areas near Opera and Swan Lake

The top-3 best designers will receive a prize. The capital wants to improve areas near Azatutyun Square, Mashtots and Sayat-Nova avenues, Tumanyan-Teryan zone, Swan Lake.

DEATH TO PLASTIC BAGS

Nature Ministry presented the "Loyalty Bag" project. It invites businesses to join in the fight against plastic. "Together, businesses and individuals can reduce the use of single-use plastic bags."

Participant businesses will replace their plastic with these recycled bags, which contain barcodes. The shoppers will receive bonuses for using them in participant stores. There is an app for that. It also shows the consumer how their behavior has impacted Armenia's nature.

The Loyalty Bag project, launched in March, is organized with the help of Norwegian colleagues. There are currently five participant businesses.

All Armenia Fund is building apartments and kindergarten in Gyumri for "tnak" residents & soldiers

The construction began to house 36 families and a kindergarten for 50 children, as part of Himnadram's "Our Gyumri" program. The beneficiaries will be families who've been living in "trailers" after the 1988 earthquake, and the families of 2020 war participants.

The apartments will have gardens. Solar panels will be installed on the roofs of apartment and kindergarten buildings. It'll be ready early next year.

The building's upper floors will have workshops and studios to train local residents with new skills. The lower floors will be rented out to generate income to service the rest of the building.
