ruling MP criticized CSTO for not sending monitoring group after Azerbaijan's encroachments in May
Head of Parl. Foreign Relations Committee QP Aghajanyan: the events of Sunday were the continuation of Azerbaijan's illegal encroachment that began in May. To this day, Azerbaijan controls 41 km^2 territories belonging to Armenia, in 11 various locations. This situation is a direct threat to a CSTO member state. Armenia had urged CSTO to send a mission to monitor the situation on the border, but unfortunately, the initiative has not been implemented yet. //

Azerbaijan violated the ceasefire on the eastern border again, heavy fights with artillery
MOD: at around 1:00 pm the Azeri troops targeted Armenian positions on the eastern borders. Armenian troops responded by opening fire to prevent Azeri advancement. Azerbaijan launched the provocation after spreading lies claiming that Armenia violated the ceasefire first. //
MOD: the situation remains tense as of 2:00 pm. The opponent is using artillery, armored vehicles, and other weapons. The Armenian side took countermeasures. The enemy has lost armored vehicles. //
MOD: situation remains tense. We have 12 POWs and 2 lost positions. The enemy has sustained a large number of personnel and equipment losses. Around a dozen enemy armored vehicles were destroyed. //
Yerkrapah volunteer veteran organization has launched a mobilization process.
MOD later in the evening: ceasefire was established at around 6:30 pm after negotiations involving Russia.
The attack began at 1:00 pm. The enemy used artillery and armored vehicles. 12 servicemen were captured. At the moment, there is verified information about 1 KIA (contractor Merujan Harutyunyan). The number of casualties is still being verified. We will release a message when more information becomes available. The opponent has sustained a large number of casualties and several destroyed vehicles. //

The situation was tense in other locations, too. Sotk gold mine, located on the eastern border, had to pause operations after shots were fired towards the nearby village Sotk.
Parl. commission chief QP MP Papoyan: this is an attack on the sovereign territory of Armenia. We'd like to draw the attention of Russia, CSTO, and the international community to this issue. Azerbaijan is violating the Nov 9 and Jan 11 statements, which were signed at the highest levels and confirmed by Russia. //
Security Council chief Grigoryan: Armenia has launched a process to contact Russia to resolve the border situation within the 1997 AM-RU military agreement. We consider it necessary to emphasize that since the sovereign territory of Armenia was attacked, we're activating the agreement and we call on Russia to help protect the territorial integrity of Armenia. It was communicated orally, we are preparing the paperwork.
We expect that Russia will provide aid, and we will restore the territorial integrity of Armenia. If diplomacy fails, Russia should provide sufficient military aid to Armenia, so Armenia can resolve the situation.
If we are unable to resolve the situation with the help of Russia and CSTO, Armenia will have to contact other international colleagues. //
CSTO spokesman said they will release a statement tomorrow, but published a statement hours later, saying "we are watching, the conflict should be resolved peacefully, we haven't yet received an official letter from Armenia."
Armenia's ambassador to Russia: military and diplomatic consultations are being held between Armenia and Russia. An official letter for military aid has not yet been transferred. //
QP MP Vigen Khachatryan in Parliament: we can have other allies if CSTO and Russia refuse to respect the military agreement. //
QP MP Aghazaryan in Parliament: the unacceptable silence from our CSTO allies often gives me the impression that they have an agreement with Azerbaijan. Our OSCE friends should understand that Armenia has options. As a known pro-Russian MP, I will raise the topic of leaving CSTO if the inaction continues. //
Foreign Ministry: we call upon OSCE, CSTO, and Russia to issue a targeted response to Azerbaijan for its actions on the border, and to take steps towards their full withdrawal. //
Sec. Com. chief Grigoryan met the French, U.S., and Iranian ambassadors to discuss the border clashes, and the need for OSCE to resume negotiations to resolve the Artsakh conflict. "Azerbaijan's actions are an attack against Armenia's democracy," said Grigoryan during the meeting with the U.S. ambassador.
Spanish MP Jon Inarritu: I am deeply concerned about the new aggression of Azerbaijan against Armenia. I want to express my support to the Armenian people and at the same time ask the international community for measures against the continuous attacks and provocations of Mr. Aliyev Regime. //
Armenia's ambassador to the US Makunts spoke with US OSCE co-chair Andrew Chaffer, and the Deputy Assistant Secretary in European Affairs Dereck Hogan. Makunts stressed the need for immediate international calls to condemn the military aggression.
European Council president Charles Michel spoke with Pashinnyan and Aliyev and urged for de-escalation.
Several nationalist parties urged the government to contact UN Security Council.
France: currently there are no plans to launch a UN Security Council session over the AM-AZ border conflict. There is nothing on the agenda. But we will see. We can discuss that. //
MOD Papikyan and MOD Shoygu held a phone conversation. The latter expressed readiness to make every effort to end hostilities and return POWs.
Russian MFA: we're in touch with AM and AZ to establish peace as soon as possible. //

Location & Events
The clashes reportedly took place after Azerbaijan approached two Armenian positions on or near Mt. Tsitsernakar. The border passes through this hill. It's 5-9km from Syunik's Sev Lich.
Armenian soldiers were asked to leave, but they refused. Battles ensued. Photos taken in June reportedly show that Azerbaijan already had some positions here. The clashes were over nearby two Armenian positions.
A photo of a destroyed Azeri vehicle [~1km within] on the slopes of a hill indicates that Azeris made an attempt to advance further.
The MOD publishes casualty information once identifies are verified, but according to unofficial Armenian media sources and one Armenian MP, the Armenian side has 10-15 deaths and 12 POWs.
Azeri side has 15 deaths and 5 destroyed vehicles (4 BTR and 1 URAL). Unofficial Azeri sources confirm approximately as many deaths and over three dozen wounded on the Azeri side.

General Samvel Babayan does not see a risk of a big war breaking out. He views this as the continuation of Azerbaijan's attempts to pressure Armenia to agree to a "corridor". A few weeks earlier, Armenia and Russia announced that there won't be a "corridor", and that Azeris could use communication routes belonging to Armenia after passing through customs checkpoints as it's done with other borders.
Pashinyan after a Security Council meeting: today around 1:00 pm Azeri troops launched an attack in the eastern direction. Armenian troops took countermeasures, destroying at least 6 armored vehicles. Details about our casualties are being verified.
This is direct aggression against the sovereign territory of Armenia. As a result of May 12's events, Azerbaijan occupies 41 km^2 Armenian territories. Amid silence by international colleagues, they continue the aggression.
Azerbaijan and its allies are targeting our sovereignty and independence. Times are difficult but today we showed that we are here, and we will not accept any threatening language. We can negotiate, we can find mutually acceptable solutions, we behave as a responsible state, but we will not allow you to speak with us with arrogance.
I call upon the international community to give a targeted response to Azerbaijan's aggression. The talk about "disputed borders" is nonsense. There is no border dispute. There is aggression against the Armenian borders.
AM-AZ borders are clear, per Soviet-era legally binding agreements. And if the issue was truly over a border dispute, Azerbaijan should have accepted our offer to withdraw AM-AZ troops in a mirrored fashion, place international observers, and launch the border delimitation process.
Azerbaijan is the aggressor and must immediately withdraw its troops from the sovereign territories of Armenia. The Armenian government and people are determined to protect sovereignty and territorial integrity. At the same time, we emphasize the need for a peaceful resolution. The proposal made by us earlier is still in effect. Armenia is committed to the implementation of Nov 9 and Jan 11 statements.
The border situation is currently relatively calm but tense. We will verify and provide information when available. //

Kocharyan appoints the rejected Security Commission candidate Ghazinyan for 12th time
Earlier this morning, HD MP Arthur Ghazinyan was nominated for deputy Parliamentary Security Commission chief for the 12th time and rejected again. The Commission chief Andranik K. criticized his opposition colleagues for skipping a Parliamentary session.

anti-corruption in military: Colonel and 21 others charged with bribery and nepotism
NSS reports: H.D. is a ranking official at MOD's Military Control Service. He committed 12 serious crimes during and after the 2020 war, until January.
He took ֏8M in bribes to help several conscripts avoid service in the front lines, and to allow them to leave the military base at their will. His actions led to disbalance in the units. He also took illegal steps to ensure a colleague receives the job position he wanted.
During the war in October-November 2020, while located in Goris, he stole a ֏3.7M vehicle that was meant for MOD use.
22 people are facing criminal charges. The investigation continues. //

Infrastructure Minister: construction of the new nuclear plant will begin in 2026-2027
Sanosyan: it will be built in a way to ensure the continuation of nuclear energy production in Armenia. Since it'll take 8-10 years to finish the construction, it should start in 2026-27. The current NPP will operate until 2036.
Rosatom chief Likhachov: all the important components and the heart of the Metsamor NPP were recently renovated. The reactor was rejuvenated. The machine room and the electricity generation hall were completely revamped.
The brain and arteries of the NPP (АСУ ТП) were either modernized or replaced. They weren't just "repaired", they were modernized.
Just as the slightly older Kola NPP in Russia, Metsamor could operate for another 15 years. //
