street opposition is changing strategy amid speculation about internal division and dwindling numbers, after months of unsuccessful efforts to force Pashinyan out

Tuesday's rally in France Square marked the beginning of a new strategy, announced the protest co-leader ARF MP Gegham Manukyan.

Manukyan: It is my debt and mission to finish what we've started over 40 days ago with a victory. I have often not been on the stage, not used a loudspeaker, and instead chanted and clapped next to you, because I am one of the tens of thousands of our comrades in arms. I will do the same tomorrow, and the day after tomorrow, and I expect the same from each of you.

We are soldiers of the resistance movement, we have fought as equals, walked as equals, beaten as equals, and injured as equals, and we will win equally and together.

What comes next is important. Can we show that our strength is not diminishing? If we do, we will win.

We will recruit members street-by-street, door-by-door, in every city and village. Expect this square to become too small for us. We must turn entire Armenia into a big square and continue the struggle. //

... former regime critics believe the protest movement is losing its steam

and that there is an attempt by its prominent figures to distance themselves from the movement. The latest speculations began yesterday after ex-president Serj Sargsyan referred to ARF Ishkhan Saghatelyan as the "protest leader" who will "announce the next steps soon".

Political analyst Davit Stepanyan: Serj's use of the phrase "protest leader" to describe Saghatelyan was no accident. It is no longer honorable to be considered the leader of this movement. Serj understands very well that the movement is dying, and doesn't want any of his own teammates [presumably Vanetsyan] to be considered movement leaders.

Arthur Vanetsyan has somewhat retreated. [Robert Kocharyan](https://i.imgur.com/qa8WNCv.mp4) isn't visible anymore. Levon Kocharyan is in the United States. The actual organizers of this movement have preferred not to be at the forefront.

ARF Saghatelyan became the face of the movement because he has a cleaner record compared to others. But only now he is a "protest leader", when the protest is almost dead.

The relations between Kocharyan and Serj worsened in 2008. Serj became the president but Kocharyan planned to control the parliament through BHK. Kocharyan was behind BHK [Tsarukyan party]. But Serj was able to ensure that HHK wins the majority, not BHK.

Kocharyan and Serj have since had disagreements and they haven't been united. Even if they succeed in changing the power, they will eat each other internally.

The ongoing protests began with PU MP Arthur Vanetsyan [Serj alliance], but he slowly decided to distance himself from the title of a leader. I believe the movement started after Vanetsyan went to Moscow and pledged his allegiance to certain people, before launching the action in Yerevan. Then others joined him because of FOMO; they feared Vanetsyan would monopolize the power.

Vanetsyan's role was to start the process. He then gradually exited it, after realizing it was pointless. //

QP MP Khachatryan: We are under immense pressure to regulate the traffic and open the roads. One of the first things citizens mention during phone calls or meetings is the traffic in Yerevan.

Reporter: Is it possible that the tents will be removed from France Square?

QP MP: I can't rule that out because the gathering is unauthorized. They can always gather at a place that doesn't cause inconvenience to residents with traffic jams.

Reporter: Could the opposition MPs lose their mandate for not attending work?

QP MP: They receive an Absent, which impacts their salary. We are internally discussing the possibility of stripping their mandates for not attending work. There are different opinions. We would like for the opposition MPs to return to Parliament.

Opposition PU MP Mamijanyan: The people gave us the mandate, so only the people can judge me and my colleagues, not the QP. //

The opposition MPs are getting paid $60,000/mo. The salaries of some MPs have already been reduced by $300-$600 for missing the sessions.

Leader ARF Saghatelyan: Everything serves a purpose. We installed the tents to form a permanent camping location. We resolved that problem, and today France Square belongs to the Resistance Movement regardless of whether there will be tents or not. The tents have served their purpose. I know there will be a lot of talk about the tents, but the efficiency of our movement no longer depends on the tents. It is the quality and quantity of our movement that will decide the fate of our movement.

Saghatelyan: Every week we will organize discussion forums and events on the streets. The movement will branch out and expand into Artsakh and Diaspora. We will work with cultural figures and businesses, and involve resources from the diaspora. //

authorities uncover two more alleged acts of treason

NSS reports: An Armenian soldier was recruited by foreign intel on social media. He collect classified information about military positions and the design of trenches, equipment, orders, the number of soldiers, etc. He was promised $2,800 and 6,000 rubles.

Another soldier sold secrets for $900. Both have confessed to crimes. They are under arrest. //

QP MP Khachatryan: The graduates of military schools will receive a 3br apartment in Yerevan, regardless of their service location. They can give the apartment to relatives or lease it out to tenants.

The bill will be submitted soon. We call on young people aged 18-23 to apply to a military institution. This is one of the largest support programs in recent decades. The officers will receive apartments before retiring. //

interview with military expert Vova Vartanov

Reporter: Many similarities between the 2020 war and the ongoing Russia-Ukraine war. Similar problems with communication and management.

Vartanov: Not just those. The attacker Russia is 3x bigger than Ukraine, similar to the AM-AZ ratio. Azeris were also "asleep" until the early 2000s. Russians launched army reforms only after the 2nd Chechen war.

Azerbaijan is undergoing serious army reforms, which surprises me because it's usually the losing side that does that. The reforms are slower in Armenia. Maybe we are doing it slowly to go unnoticed.

Ukraine did what we had failed to do. I'm talking about the formation of Territorial Defense Forces (TDF). Ukraine took small steps besides paperwork. We have only passed the law about TDF.

Ukrainian soldiers route easily if they aren't native inhabitants of the region where they are fighting. Armenia built its army without taking into account the human factor and psychology. Empires can afford cannon meat, but smaller countries must rely on quality.

Reporter: You've said earlier that the Armenian army was developed based on the model of Tsarist Russia, while Azerbaijan had emphasized the NATO model. Turkey is helping Azeris with army reforms. Is our army model the problem?

Vartanov: People think NATO's model is better than the Russian, but that's not necessarily the case. Any nation has its mentality, territory, and specific enemies. The Armenian army was built on a Russian model that was built on Prussian king Friedrick's model, with the difference that we didn't have the same human and equipment resources as the Russians did. Armenia is very different from Russia.

At least the Russians were naming their military units properly. We created a "mountain brigade" in Armenia that didn't even have ropes. That's a big national secret there. The only member who knew anything bout mountain climbing was a graduate of our VOMA group, my son. This is absurd. To have a mountain brigade without understanding its purpose. They should have called it a light infantry brigade because they were lightly equipped.

Reporter: Only Azerbaijan had surveillance satellites during the 2020 war. It allowed them to pinpoint the location of Armenian targets. What will Armenia's new satellite give us?

Vartanov: It won't give us a huge advantage if other flaws continue to exist. The satellite won't fix every problem. You have to work with people for decades if you want radical changes. The Defense Ministry doesn't like to mention VOMA by name, but it appears they have begun to copy us.

VOMA recently held military exercises with techies. On the 8th day, we were able to simulate an enemy attack and achieve better results. The Defense Ministry didn't take part, but they will have no choice but to pay more attention. //

Armenia will join the agreement on the use of military satellite communication systems of CIS states

Parliament ratified the agreement about the use of military satellite communication systems and their further enhancement.

Defense Ministry: Armenia joins the initiative on the common use of military satellite communication systems aimed at creating an integrated system of the CIS military satellite communication based on the Russian military satellite communication system.

Pashinyan gave an interview to Al Jazeera during Qatar trip:

▶︎ A trilateral statement was signed on Nov. 9 but it hasn't addressed the Nagonoro Karabakh issue. This issue should be addressed.

▶︎ We established a commission for border delimitation and stability. The second meeting is in Moscow, and the third will be in Brussels. We hope that with the support of our international partners, and of course through direct work, we will be able to delimit our borders.

Q: What if the delimitation commission decides that the entire Nagorno Karabakh territory belongs to Azerbaijan?

▶︎ This border commission has nothing to do with the NK issue because we have different tracks with Azerbaijan. One track is about border delimitation and security. The second track is the normalization of relations between AM and AZ. The third is about unblocking the regional transportation communication.

▶︎ The dialogue with Turkey is very positive but we hope to see tangible results. There have already been some results, the direct AM-TR flights have resumed. We hope to establish diplomatic relations and open the borders.

▶︎ There will only be one "corridor" in our region: the Lachin corridor. The AM-AZ communications will reopen via railways and roads while respecting sovereignty.

▶︎ We have very close relations with Iran and we hope with their help we will be able to enhance the bilateral trade with Qatar. We're working on the North-South freeway to connect our borders with Georgia to Iran. //

Foreign Minister Mirzoyan discussed the Persian Gulf-to-Black Sea trade corridor during the trip to Bulgaria

[Context in May 26 news digest.](https://www.reddit.com/r/armenia/comments/uyep61/may262022_your_daily_news_digest_details_of/). The government will pay you to renovate your apartment/house as long as 30% of the loan you've taken is meant to increase the home's energy efficiency.

Pashinyan: We need this program also because Armenia's housing stock is aging, especially in villages. We hope the program will create jobs, so the seasonal workers who often leave Armenia will stay and work here. //

▶︎ The loans with a 14% interest rate (issued by a bank via the usual process) will be subsidized, and the interest rate will become 0% in border regions, 2% in villages, 3% in cities, 5% in Yerevan.

▶︎ The loan is capped at ֏7m for apartments and ֏10m for houses. The repayment period is 7 years.

▶︎ The renovation can include interior decoration of the house, as long as energy-efficient technologies are installed. New doors and windows, alternative energy sources that consume less, and solar panels, are some of the ways to reduce energy consumption.

▶︎ Buildings are that damaged beyond repair won't qualify. The applicant must show a report stating that the building is not in an emergency condition.

▶︎ To combat corruption, at least 80% of the expenditures must be visible on paper, and the loan must be issued exclusively electronically. The part about energy efficiency modifications must be 100% backed up by documents.

The process has launched. Applicants are advised to prepare their papers to contact the banks.

Central Bank keeps the refinancing rate unchanged at 9.25%

Central Bandits: The RU-UA war continues to harm Armenia's main trade partners. Continued disruptions of world value chains and constant increases in prices in international commodity markets lead to the expansion of the global inflationary environment.

The major inflow of foreign visitors and the growth in domestic private spending contribute to the increase in services and the whole demand. This leads to more inflation.

The major growth in the export of Armenian services and the financial inflow contributes to the devaluation of the dram in the exchange market. The latter is assessed to have a positive effect on easing the domestic inflationary environment.

... Central Bank has revised the forecast for GDP growth

The previous prediction was 1.6%. The new one is 4.9%. The services and construction branches contributed to this decision.

It's mainly connected with the foreign visits to Armenia, as well as a not-so-bad performance of the Russian economy in the short-run.

diamond processing plant will open in Alaverdi

After 2018, the government forced the Alaverdi copper plant to install pollution caps to address high levels of sulfur dioxide, which had gotten worse since the 1990s when the plant switched from producing pure copper to copper alloy.

The factory could not afford the new caps. Combined with existing financial debt, the plant was forced to shut down. After the closure, the workers kept receiving paychecks until an alternative solution could be found.

QP MP Mikrtchyan: Economy Minister Kerobyan and I visited Alaverdi not long ago. I informed him about the economic issues in the city caused by the copper plant's closure. With the Ministry's efforts, the "ADM Diamond" has agreed to invest in a new factory.

QP MP Mikrtchyan today: The state has decided to sell a territory to the new diamond processing plant in exchange for investments. The agreement will allow us to observe the process and ensure the investments are made. This year we have already sold $25m worth of properties in exchange for guaranteed investments from other companies. //

interview with Justice Minister Andreasyan about judicial reforms

Reporter: What is the government doing to fight against the "criminal elements from the past"?

Minister: A lot has been done. An entire system of illegal asset forfeiture was formed. By the way, because of our opposition parties, this process has slowed down because they are challenging it in Constitutional Court. Nevertheless, there are hundreds of active investigations already. The properties will be legally confiscated and returned to the state.

We need a temporary vetting system for now, and a permanent one after constitutional reforms. The vetting reforms are happening too slowly. There are areas where it's outside of our control. We hope our colleague institutions will intensify their efforts.

... which colleague institutions?

The Supreme Judicial Council and the judicial ethics commission, who investigate the judges; the Corruption Prevention Commission, who recently scored a major success by achieving a judge's termination.

With the help of these institutions, the Justice Ministry must use the available tools to cleanse the judiciary.

There are times when we are 100% sure a judge should be terminated but the Supreme Council gives them a warning or outright rejects our petition. But in any case, the system is becoming healthier. We see that the response to our petitions has improved, and even if they reject it, they provide a better explanation.

... what will the new Constitution look like?

In the past, the Constitution was written in a way to suit the needs of a specific person to preserve his power. I'm glad that today I'm part of a team that doesn't do this.

We are unearthing the flaws in the Constitution through a public process participated by independent experts. The council is separated from the expert body. The 5-member expert body, members of which are not party members, are auditing the Constitution and holding talks with various groups to listen to complaints.

There will be televised voting to decide whether it stays parliamentary or becomes semi-presidential, to unify courts or split them, to vet or not. Everything will be deliberated and voted on. Then it will be sent back for public discussions. The final text will be drafted and sent for a referendum.

The decisions are being made by the Council, not the government or parliament. Unless the Council approves something, it won't be presented to state bodies.

... can the Council decide switching to semi-presidential system is better but it doesn't happen because the Government is against it?

It's theoretically possible but that would be a political scandal. In theory, there could be groups of MPs who go against the decision and derail the process. But if you are asking whether Pashinyan would give an "order" not to proceed with it, those times are behind us. There are no orders coming from Baghramyan 26 today. The Premier has the right to instruct me to vote against it, but I hold 1 vote in the 11-member Council.

... what will the second and bigger judicial vetting process look like after Constitutional reforms?

None of us have the answer right now. That's to be discussed by the Council. We must discuss whether implementing the harsh Albanian model would cause more harm and force the good judges out. We are yet to discuss the options before taking it to the Government for internal deliberations.

I've been screaming for a harsh vetting process since 2013. Yet today, I can see that very good processes are already underway in the judicial branch. Even the smallest warnings given by the Supreme Judicial Council to a single judge end up having a tremendous positive impact on the entire judiciary today.

In 2013 I wrote about a judge in a corruption report. He is still in the system. But since he is following today's developments and understands that he will be facing the Supreme Judicial Council if he violates the rules, he has changed. This worst judge I could think of is acting "flawless" today.

Of course this is not a substitute for a full vetting, but the judiciary has been significantly cleansed and improved in the past 1-2 years.

We need one more strike against the worst corrupt elements with the use of the asset forfeiture law, then finish the process with the final blow with the help of a vetting system after the Constitutional reforms. The cancer is already retreating. //

judges whose verdicts are overturned by European courts will be referred to Supreme Judicial Council for punishment if their "error" was intentional or severe

QP MP: Before reaching the ECHR, the trial has to go through Lower, Appeals, and Cassations courts in Armenia. Will all 3 judges be punished if the verdict is overturned?

Justice Ministry: No. A process will be launched to ask the Supreme Judicial Council to punish a judge only if the ECHR has found that a particular verdict, which led to human rights violations, was intentionally illegal or grossly negligent. Each ECHR verdict will be examined to find out if the judge meets the criteria for punishment.

QP MP: Will this apply to verdicts made in the past 15 years?

Justice Ministry: Yes. The limit was advised by the Venice Commission after we sent the resolution for review. We need this because the escalation process is slow, there can be many years between the Armenian court's verdict and ECHR's verdict.
