FM Mirzoyan met FM Anthony Blinken in U.S.
The Armenian-American Strategic Dialogue session will take place on May 2-6 in Washington. Mirzoyan will also meet USAID leadership, members of Congress, The Atlantic Council, and others.
The meetings were held later that day. Mirzoyan and USAID discussed expanding the cooperation, Patrol Police and justice reforms, energy independence, etc.

which maps will be used to demarcate Armenia-Azerbaijan borders?
Ilham Aliyev: We will rely on all the maps of 1918 and those existing during the USSR. According to some of those maps, Syunik was also part of Azerbaijan.
FM Mirzoyan: Why consider only the 20th century? We can start with the maps created in Babylon in the 6th century BC, and the others from the following millenniums. Armenia is not afraid not to find itself on those maps.
However, to make the demarcation work effective, it should be based on maps that are accepted by both sides and have legal force. //

Turkey's foreign minister Cavusoglu explains why he displayed the "grey wolves" hand gesture to Armenian demonstrators in Uruguay
Cavusoglu said the hand gesture was not meant to be an insult to demonstrators.
He said he was surprised by their presence because Uruguay had promised there wouldn't be demonstrators during the opening ceremony of an embassy facility.
Cavusoglu called the demonstrators' actions "incident" and said that Turkey should not be blamed for "that" (Genocide) and that it's best to focus on the future.

Armenia and Iran discussed the opening of Iranian consulate in Syunik, and North-South trade route
Syunik governor received Ambassador Zohouri. The main topic was the Consulate of Iran that is going to open in Kapan, and steps they can take to activate Syunik-Iran cooperation.
Iranian ambassador: Despite cultural ties, the economic relations are not at a desirable level. I'd like to remind you about Iran's position on the inviolability of Armenia's internationally recognized borders. All countries should respect it. Statements on "corridors" around communication routes are unacceptable.
Governor: We appreciate Iran's official position on the "corridor". //
Iranian ambassador: Thanks for helping Iranian citizens who got stranded on the interstate highway during the heavy snow in March. We will soon present the staff of the Kapan consulate to the Armenian foreign ministry. //

what did Pashinyan tell non-parliamentary opposition forces on Monday about the international community's advice to "lower the bar" on Karabakh status?
Context: Pashinyan recently said the international community was/is pressuring Armenia to lower the bar on Nagorno Karabakh status to secure international support, and that it was a mistake not to publicly reveal this sooner. The former regime then claimed that Pashinyan wants to "surrender" Karabakh, and launched street protests.
On Monday Pashinyan held a routine meeting with non-former regime opposition parties.
Sovereign Armenia party chief Sanasaryan: Pashinyan reassured us there can't be any secret signatures relating to the Artsakh conflict, and that everything will be discussed together. If w felt that the red lines are being crossed, we would join street protests.
Reporter: Did Pashinyan mention which international partners were suggesting lowering the bar?
Sanasaryan: He didn't mention names. But my take is that there is nothing serious there. Some suggestions were made, but not ultimatums.
Reporter: The opposition says Pashinyan has agreed to lower the bar.
Sanasaryan: Maybe that's what they think, but that's not what Pashinyan said. The government cannot define "lowering the bar". Pashinyan did not say we are lowering the bar. He said we were advised to. It's clear they are doing this to address security concerns and win some time. I can't talk a lot. But I don't see anything serious there.
Reporter: So there is no ultimatum?
Sanasaryan: No. That's what we asked during the meeting. There is no ultimatum. It was an IMO unserious advice to achieve peace. The meeting with Pashinyan was productive.
Reporter: About street protests.
Sanasaryan: The protests will die down. They want Lao to "wake up" but Lao is very awake and understands what's happening. That's why Lao won't join the protests. We saw the size of Sunday's "unprecedented" rally.
Many similarities between the 2018 revolution and these protests. I look at my 2018 statements and see that they're doing the exact same thing today. They think they can achieve the same result. That's not how it works, though.
Reporter: The protesters claim the government is surrendering Artsakh. You would think this would be such a big thing that everyone would take to the streets. So why do we see primarily members of their team on the streets?
Sanasaryan: It's based on false claims about "Turkification". Don't call each other "Turks" or "traitors". People don't want to join the protests because they see people like Levon Yeranosyan and Osipyan who were dispersing them a few years ago. We just need Vladimir Gasparyan to join the list. People see who leads the protests and don't want to join them.
Reporter: The opposition had 20 years to resolve the conflict. If they return to power, what new can they bring to the table? Does the Minsk Group prefer the opposition to represent Armenia?
Sanasaryan: They don't truly want to return to power. If they do, they wouldn't know what to do to resolve the conflict. They should explain their strategy. They claim they'll return Hadrut and Shushi but won't explain how.
I agree we should not surrender Artsakh and I see the path to achieve that. We are holding talks with international legal experts. In comparison, the street opposition wants to "Russify" Armenia [union state with Russia] and Artsakh, which will make things worse.
In exchange for security assurances, Armenia should leave CSTO and sign a better-quality agreement with the US. It must be done today, before the end of the Ukraine war, because there is an analysis that Russia will soon find itself in a dire state and cannot have resources in our region. We don't have time. The current government is not courageous enough to make this historic decision.
Reporter: Those who disagree with you say that Russia saved us.
Sanasaryan: Russia did not save us. Russia continues to do trade with Azerbaijan at our expense. And CSTO and Russia did nothing to withdraw Azeri soldiers who invaded Armenian lands.
Reporter: Neither did the West.
Sanasaryan: But why would the West provide assistance to CSTO-member Armenia? The West made unprecedented [pro-Armenian] statements after Parukh, however. //

opposition organized the "decisive" anti-Pashinyan rally on Sunday
On Saturday, the NSS warned about possible riots during the planned Sunday event. Protest co-leader ARF Ishkhan Saghatelyan said the biggest security threat to Armenia was Nikol Pashinyan, and not a possible riot, and urged the NSS to arrest and charge Pashinyan with treason.
Serj, Kocharyan, ARF, Vanetsyan, and their allies marched in Yerevan during the Sunday rally. They gathered in France Square near the opera building. The protests were peaceful. Their main demand was Pashinyan's removal.
May 1 is a historic day for us, May 1 is the day of awakening of the Armenian people, May 1 is the beginning of our unity, said protest leader ARF Ishkhan Saghatelyan.
Approximately 12,500 people gathered, smaller than many had anticipated. In comparison, the opposition's 2021 election rally had attracted 30,000.
ARF Gegham Manukyan: It's not about the number of people who showed up. It's about the spirit and mentality. We are not trying to use lies to take power as they did in 2018. //

Most attendees had left in the evening but some decided to spend the night in tents. In the morning, several groups led by former and current opposition MPs returned and shut down 30 streets in Yerevan.
244 people were detained. All of them were released hours later, announced the police. The opposition complained about excessive force. The authorities launched investigations against police officers who were seen using illegal force against a protester and a journalist, after complaints from NGOs and HRO. The HRO said the police officers should properly inform what they are accused of violating before taking action.
Unlike in the past, the courts are independent today so it's possible to hold the police accountable when necessary, said an NGO. HRO advised former and current public officials not to use hate speech and incite violence.

Some residents [began opening the roads](https://youtu.be/jaL9AIEOufM) that were closed by opposition activists with garbage bins. Ruling MP Vilen Gabrielyan urged residents to show tolerance towards protesters and to avoid any confrontation.
At noon the police announced that all the streets were open and the traffic had resumed. Yerevan subway had to add more wagons to address the paralyzed traffic on the streets.

Kocharyan-ARF alliance announced about mass student walkout, and that only 15% of students attended classes. The opposition released a video showing empty classes.
Pashinyan's chief of staff denied the claim, saying the classes were empty in the morning because students were late because of traffic jams.
Yerevan State University also denied reports about mass walkouts by students. They said the roads were closed in the morning so many students couldn't get in time.
Medical University said 95% of students attended the classes on Monday but couldn't get there until 10:30 am because of paralyzed traffic.
Artsakh authorities denied reports claiming that a large number of Artsakh residents traveled to Armenia to attend the rally on Sunday.
Pashinyan office denied rumors on Sunday that claimed that Pashinyan and his family will leave Armenia "within hours" and that the jet was being prepared. "What's funny is Prime Minister's jet isn't even in Armenia at the moment," said his chief of staff.
Russian state TV Rossia 24 erroneously aired videos from Paris protests in which the police used equipment against protesters, and claimed it was in Yerevan.

Former Serj party MP and famous singer Shushan Petrosyan joined the protests and performed on Sunday. Hrant Tokhatyan and a few other singers/actors supported the protests.
On the other side was famous comedian Hovhannes Azoyan who urged parents to "collect your kids from the streets and don't let them be used by bandits".
Artsakh war hero Tatul Krpeyan's sister urged authorities to "clean up the square" from opposition forces. Krpeyan's daughter, by the way, was elected as opposition MP from the HD alliance.
... get clothes and come back
Rally leader ARF Saghatelyan urged followers to wear warm clothes and return to France Square at 6 pm after the rain. "We don't want anyone to get sick. We need each of you. Organize your day in a way that there are always people in this square. If you can't stay for four hours then go home, wear warm clothes, and return."
3,800 people returned to France square to continue the protest. Serj Sargsyan met his supporters and answered questions.
Reporter: If you come to power, will you recover resources plundered during Kocharyan and Serj administrations?
ARF Saghatelyan: Yes, it should be done, if there is evidence of someone embezzling resources. But the most important thing is we must draw a line somewhere and end the atmosphere of division in the country. This will happen when Nikol leaves. //

Pashinyan, cabinet, and student guests met over the weekend to mark Citizen's Day.
Question: What is an opposition, and what should the opposition do in general?
Pashinyan: The government and the opposition are inseparable parts of the same organism. Every person has a bit of "government" and "opposition" inside them. We make decisions while internally questioning whether that's the best decision.
In established democracies, the government and the opposition cooperate closely. Sadly, this is not and has never been the case in Armenia, with the exception of secret deals made behind the scenes on some occasions.
Armenia has not yet reached the desired level of institutional maturity. We should ask ourselves if that's what we want. If we do, the political contradictions should be around ideas. That's the path we have chosen. //

Pashinyan: There is no problem with "jobs". There is a problem with a low-skill workforce. Besides the gap in the IT field, Armenia lacks professional cooks, welders, etc.
We have a lack of specialists. In the 21st century, even if you can't find a job in Armenia, you can sit anywhere in Armenia and find a job somewhere else in the world. The market undergoes constant changes. A good professional knows when his profession is no longer in demand and can acquire new skills quickly.

About 40% according to this methodology. The major problems are the Ukraine conflict, a decline in remittances, and higher food and energy prices.
Expert: Poverty is a chronic problem in Armenia. While the average poverty rate was 12% in USSR, it was around 20% in Armenia.
Then the 1988 earthquake and war began. Many refugees came from Azerbaijan. The economy went through a transitional period. Poverty was almost 80% in the early 1990s.
In the first half of the 2000s, strategies were drafted to tackle the problem but not everything was addressed, and more problems were added over time. The pandemic, war, and Ukraine conflict are additional challenges today. //
The government's 2021 plan envisages cutting the poverty rate in half by 2026 by helping low-income residents with retraining, skills, and tools for self-employment.

anti-corruption: authorities busted IRS officials with alleged bribery
NSS reports: The deputy head and the chief inspector of an IRS department conspired to ignore tax liabilities in exchange for bribes.
They found that a construction company owed ֏126m in unpaid taxes. In exchange for a $65,000 bribe, they agreed to help reduce the amount on the balance.
The two officials and three accomplices have been arrested. //

anti-corruption: former Serj party MP is under asset forefeiture investigation
In 2019 HHK Ruslan Baghdasaryan (BHK Tsaghik Rubo's relative) was charged with embezzling ֏42m during his tenure in Yerevan municipality. He was the head of the Davtashen district from 2012 to 2018 under the Taron Margaryan administration.
There is now an asset forfeiture case against Baghdasaryan. He is invited to prove the legal origins of some assets.

Competition Protection Commission slaps an electronics giant with a fine for "misleading the consumers" with discounts
CPC: Vega World will have to pay a ֏4.4m fine for unfair practices. Late last year they advertised a 65% discount on "all products", which wasn't true, because the base prices were manipulated on the same day shortly before the "sale". //

inspection agency will investigate more businesses suspected of violating workers' rights, after reforms in inspection methodology
Healthy & Labor Inspection Body: The fields with the highest rate of violation are mining, construction, land transport, and trade. The most common types of violations are employment contract violations, late payments, etc.
Last year we launched 532 investigations. 163 orders were issued to correct violations. In many cases, the process was suspended because the employers decided to voluntarily comply.
In the first quarter of this year, we've already launched 322 investigations. The increase is due to the changes in the algorithm that assess the risks.

Education & Culture Ministry wants to increase museum attendance by making it easier to obtain tickets. They held a meeting with representatives of payment services Tel-Cell, Easy Pay, Idram and LuckyTerminal. They agreed to cooperate.

Thin plastic bags were recently banned. How did it affect consumer behavior?
The parliament discussed the effects of the recent law and possible amendments. "Thin" bags were banned, but not large and reusable ones.
Nature Ministry official: Most consumers did not stop using plastic bags. The bags just got thicker. That's a negative effect. However, there were positive changes as well:
1) A subset of consumers switched to reusable bags.
2) Bags being thicker makes them easier to process and more attractive to the reusable industry. These bags are now viewed as "products" by them.
3) Women and children began using reusable bags at higher rates. Not many men want to walk into a store with a bag in their hands.
4) We are drafting an amendment to completely ban polyethylene plastic bags. Some will complain and call it "yet another ban", but this is necessary. Every statue and surrounding area in Armenia is covered in plastic bags today. They have become an inseparable part of our nature.
5) Steps should be taken to change bag culture in Armenia. We have educational programs in kindergartens and schools.
6) People complain about a lack of public trash cans. There are no trash cans in Japan, either. Not saying that's a good thing, but it's not an excuse to pollute.

VIDEO: Armenians and tourists cleaned up the street trash on Saturday
Shabatoryak was organized across the country. Yerevan mayor, other officials, and soldiers joined the efforts to clean the nature.
Thousands of Dilijan residents and tourists took to the streets with garbage bags. The event was organized by TUF Foundation and the municipality. They distributed eco-friendly bags to every shop and kiosk in the city the day before the event to promote nature-friendly shopping. The event concluded with a concert by the Gata band and Karin folk dance ensemble.

update: world-famous soccer agent Mino Raiola dies just days after publicly denying rumors about his death
[Last week we learned](https://www.reddit.com/r/armenia/comments/ue4cpm/your_daily_news_digest_thursday_apr282022_yerevan/) that 54yo Raiola was hospitalized with a serious condition in January and had been fighting for his life. False reports were circulated about his death. He died shortly after.
