the army blocks Azeri advancement attempts on the eastern border

MOD: an intense shootout began on Sunday. The Armenian army prevented Azeris from positioning themselves in the area. No one was injured on the Armenian side. Russian mediators began negotiation for a de-escalation. //

Factor media has learned that the situation rapidly de-escalated only after a "tough response from the Armenian side, followed by the mediation efforts of the Russian side".

MOD: the situation was calm as of 7:00 pm. The negotiations continue to deescalate the situation. No injuries on the Armenian side.

False information was circulated on social media claiming that Azerbaijan used armored vehicles in the Armenian territory. //

In other news, last week we learned that MOD Karapetyan visited the shores of Sev Lich in Syunik, and that Armenian soldiers were conducting fortification works in their positions. This raised some "discomfort" among Azeris, according to local sources. There was a confrontation. Azeris claimed that they surrounded Armenian troops and took their weapons, while MOD claimed the opposite, saying that Azeris had to ask Russia to help deescalate the situation after Azeris found themselves encircled.

grenade thrown at an Azeri road checkpoint in Shushi

The Stepanakert-Lachin road was temporarily closed on Saturday morning after a man threw a grenade at the Azeris patrolling near the road. Three Azeris were injured, according to Azeri media.

The man was later identified as a family friend of the water pipe repairman who was killed by an Azeri soldier near Shushi last week.

Russian peacekeepers detained the man. Locals began organizing a rally in support of the man, but canceled it after Russian peacekeepers handed him over to Armenian authorities. A criminal case is launched regarding the grenade incident that was a response to the Azeri provocations last week, said the Artsakh prosecutor's office.

update: a customs checkpoint on the southern road was installed near Chakaten

Last week Azerbaijan announced plans to install checkpoints on their side of the Goris-Kapan highway, after Armenia finished the construction of the alternative road.

A checkpoint will be installed on the 2-mile highway that travels through the border, between Kapan and village Chakaten. Armenia will install its own checkpoint.

NSS: another alternative road is being built for this part of the border. Ready by the end of this year. //

WarGonzo's documentary from Artsakh's Hin Shen village

You may remember that after the ceasefire, Azeris attempted to capture territories west of Shushi that weren't guarded by Russian peacekeepers. Hin Shen (pop. 80) is one of them.

Azeris had initially installed positions around the village. After negotiations, they withdrew and left one position not far from the village. Peacekeepers are present today. Recently, the residents wrote a letter to the Kremlin asking for the withdrawal of the remaining Azeri positions. "The new road between Armenia and Artsakh is expected to be built near Hin Shen within the next three years."

elections were held in several settlements

The larger ones were Ijevan, Kapan, and Stepanavan. The turnout was 47%.

Ijevan was between Pashinyan's QP and ARF. The ruling party defeated ARF with 81%-16% according to preliminary results.

Kapan was between QP and incument mayor Parsyan. The incumbent won the reelection. He is an "independent" mayor who ran under the Shant Alliance ballot this time. The alliance was formed by the family of famous anti-Soviet and anti-Serj political activist Shant Harutyunyan.

The latter denounced Kocharyan as an "unacceptable leader" but didn't see anything wrong with Kocharyan's base being asked to vote for Parsyan over QP. "The people made their choice during the June 20 elections," said the re-elected mayor Parsyan when asked whether he agrees with Kocharyan that Pashinyan should resign.

Stepanavan was between QP, BHK, and HAK. The ruling party had a significant lead over the opponents according to preliminary results: QP 78%, BHK 18%, HAK 4%.

ruling party MP accuses opposition of manipulating emigration stats

QP MP Babken Tunyan: there is always more work-related emigration during the first part of the year. Many of them return towards the end of the year, so the numbers we have right now are misleading.

2011-2017: negative 383,000

2018-2020: positive 32,000

The negative emigration sharply reduced in 2018-2019, followed by 43,000 more arrivals in 2020, for the first time. This was mainly because of COVID restrictions; people were unable to leave in 2020.

So it's expected that departures in the first part of this year would be higher to "compensate" for last year. Also, as always, there are more departures in the first part of the year but many of them return at the end of the year. So the opposition's claim that 103,000 people left Armenia this year and that this is a new "wave", is misleading. That number will be certainly smaller when 2021 stats are finalized. //

diabetes awareness day

Healthcare Ministry: the "Let's Overcome Diabetes Together" program is being implemented in Armenia today. Residents under the age of 23 receive free insulin analogs, testing devices, and kits.

Residents between 35-68 can receive free screening services to detect diabetes and hypertension in the early stages. The government will fully subsidize the medication. //

VIDEO: new skate park, dog park, and renovated Circular Park open in Yerevan

Details about the skate park in September 22 post. It's a project co-financed by diasporans in Ukraine and the municipality.

12 hectares of Circular Park's 6th ring was also renovated. Illegal structures were removed. 50,000 m^2 concrete was removed and replaced with trees and 8,600 flowers, which now have a new irrigation system. Hundreds of lights were installed.

The park houses the new skate and dog parks. Each Yerevan district will eventually have its dog park with separate sections for big and small dogs. It's part of a wider "pet reform" in which pet owners will be required to receive veterinary and chipping services, and undergo registration. Poop bins were installed in the park and the owners were urged to collect the poop after their dog.

The skatepark has a first aid center and bathrooms. It's powered by solar panels.

report: Armenian government will "nationalize" another 3.75% of Zangezur copper mine

A Russian shareholder recently gave 15% of the plant's shares to the Republic of Armenia. Multiple outlets are reporting that another 3.75% will be transferred soon.
