almost all gambling ads will be banned
Parliament voted 63-0-23 to approve the bill to ban ads for gambling, casino, bookmaker, paper lotteries.
They will be permitted near border checkpoints [shout out to Iranians], 4+ star hotels, near the gambling center's entrance, and the gambling service's website. The ads must contain a clear warning about the dangers of gambling.
QP MP: This is just the beginning of the fight against gambling addiction. //
How bad is gambling in Armenia? From [January 20 report](https://www.reddit.com/r/armenia/comments/s8uuca/jan202022_armenia_no_restriction_on_karabakh/):
Online bets have increased 6x in 2020 vs 2018, the number of players by 3x. In 2021 Armenians placed $6.6B in bets and lost $145M, said an MP.
Ad agencies claim 60-70% of their revenues come from gambling ads so they are against the ban. Finance Ministry says they are exaggerating the number. //
The ban goes into effect in 6 months.

update: condominium management will be digitized
Yerevan official: Yerevan has 5,000 apartment complex buildings managed by 260 associations. Some of them have independently created their digital management portals. We will introduce that system to everyone.
The platform will provide all the information about HOA and how it uses the fees collected from residents. Residents will be able to organize meetings and submit proposals.
The government has decided for each building to have a separate account number to store the collected funds. The HOA could manage multiple buildings, but each building will have its account. This is in order to address concerns about your contributions being spent on other buildings. //

World Bank issues a $30 million loan to Armenia to digitize services
The goal is to improve the efficiency of public services provided to businesses and residents.
World Bank: Today, people have to physically visit offices to use many services, especially in villages. The existing digital services have problems. Only 5% of people and businesses use the government's online services. Simplified and digitized business processes boost efficiency and public service productivity. [includes IRS digitization] //

bill aims to ban salt shakers from restaurant tables unless the patron requests one
Raise your hand if you add salt before tasting the food.
Healthcare Ministry: Every year people consume 7kg of salt, leading to an excess amount of sodium in the body. Consuming 3 grams less every day can reduce [heart attack] by 13%.
The daily consumption of food salt should not exceed 5g (equivalent to 2g sodium). Armenians consume twice as much.
According to a 2017 WHO study, 35% of adults always add salt to their food before/during eating. 71% always use salt while cooking. 21% of respondents said they use "too much".
The bill aims to reduce salt consumption and non-infectious diseases in Armenia. //
bill approved: retailers in Armenia will have special shelves for dairy products with milk fat substitutes
Parliament voted 65-0-24 to approve the law, the goal of which is to protect consumers by combatting deceptive ingredient labeling practices by food makers. The requirement to have a separate shelf for "not-real-dairy" applies to large stores only.
co-financing construction of kindergartens & infrastructure projects in provinces
Infrastructure Ministry: This year we have 456 requests for the federal government to co-finance infrastructure projects worth $156M across Armenia.
We decided to increase our share in border regions (80%), preschool construction (80%). The remaining 20% is paid by municipalities.
In 2018-2021, around 100 kindergarten programs were implemented. This year alone we have 174 requests.
... $14 million to build agricultural roads & pipes
Many land pieces are difficult to reach and develop because of lack of roads and irrigation water. The government has decided to allocate $14M to address this. //

Russia's invasion of Ukraine continues
And so do anti-war protests in Russia. 19yo Tasya was chanting "Nyet Voine!" in St. Petersburg when a group of cops approached and detained her. Children and parents were detained after laying flowers near the Ukrainian embassy. Over 7,600 have been shoved into [avtozaks](https://youtu.be/2d0BV7-IWJ4?t=29) since the beginning of the war.
Russian police raided an office belonging to human rights NGO. Several opposition media outlets were forced to shut down. Russian parliament adopted a law to imprison journalists for up to 15 years for war details unapproved by the government.

... military expert Artsrun Hovhannisyan about the war
Artsrun: Things aren't too bad for Russia. They are slow and asynchronous in some locations, but they are advancing. The whole thing is, things aren't too bad for Ukrainian army either, especially since they continuously receive weapon supplies from the West. That means more blood will be shed because neither party is in full crisis.
Within the past 8 years, Ukraine used the American model to reform its army, reserves, and command. They realized what type of war they could face. Their primary mobilization process in the initial phase was relatively successful. The rest is easy, you only mobilize a thousand people per day in later stages.

>Andrei Sukhovetsky was the commanding general of the Russian 7th Airborne Division and a deputy commander of the 41st Combined Arms Army, and by far the most senior Russian figure to have died in the conflict so far

... Armenia moves embassy staff from Kyiv to Lviv and Uzhorod
The towns, located near Poland and Slovakia, are safer than Kyiv, which is preparing for a massive bombardment. The embassy staff will continue to provide assistance to Armenians.

... member of Kharkiv's Armenian community about the situation
Hovhannisyan: Relatively calmer, fewer explosions. We received information today that an Armenian family sustained serious injuries after a strike on a building. They underwent surgery and are stable. We're looking for volunteer drivers who can pick up residents from dangerous districts. Driving is dangerous but there are caravans headed towards the west.
[1](https://factor.am/483299.html)
... member of Kyiv's Armenian community about the situation
Mkrtchyan: It's getting worse. Air clashes and aircraft, bombardment, sabotage groups, day and night. Kyiv stands. Kyiv hasn't surrendered. The capital is not fully encircled, thankfully. The highway to Odessa is still open. We're helping people evacuate, including Armenians. We haven't been able to confirm reports of Armenian injuries in Kyiv.

... Russia's isolation continues
Cisco paused business operations. Microsoft said it was suspending new sales of its products and services.
International Weightlifting Federation suspended Russian and Belarusian athletes until further notice. It is a blow to several prominent athletes who were favorites to win medals this year.

... sanctions have sharply raised the chance of a Russian default: JPMorgan bank
>Russia's stock market remains shut down. The ruble is worth less than a penny. And Western businesses are fleeing. JPMorgan warns a Russian default could be next.
Sanctions on Russia's central bank and the exclusion of some banks from SWIFT will impact Russia's ability to access foreign currency to pay down debt, said Capital Economics.
Some believe the Kremlin could be setting the stage for an intentional default to punish the United States and Europe for crushing its economy. Putin is 100% going to default, said one hedge fund manager.
More cocaine-filled analysis: [1](https://www.cnn.com/2022/03/02/investing/default-sanctions-russia/index.html)
... when will the sanctions end?
US's Victoria Nuland: The sanctions will end if Putin ends this war, helps rebuild Ukraine, reestablishes peace, and recognizes the country's sovereignty and territorial integrity and right to exist.
We are ready to negotiate around most of the issues raised by Russia. We've even mentioned that we never intended to deploy offensive weapons in Ukraine. But we were not going to tell another country with whom we were going to form an alliance. We weren't going to allow Russia to make decisions instead of NATO.
In the 21st century, when there is a diplomatic option, there is no excuse for invading another country. Ukraine posed zero threat to Russia. Russia is trying to revive the Soviet Union. //

... we are not trying to restore USSR or Russian Empire: Russian ambassador to Armenia
Kopyrkin: Russia is interested in the development of Eurasian integration processes, and of course, first of all, with its closest neighbors. The ties that exist with Ukraine have not gone anywhere. A lot of things are intertwined. They can be security, development, and well-being factors, which is what we are trying to do, including within EAEU. On the other hand, they can, if the line is different, turn out to be a factor that has a catastrophic effect on peoples, countries.
Yes to the development of integration processes. Yes to the comprehensive deepening of ties. But let's look at the realities within the framework of the EAEU.
One can argue that its members are losing their sovereignty. Well, of course they are not. I think if you ask this question the leaders of Armenia, who directly work in these structures, they will confirm there is no loss of sovereignty. Moreover, I am absolutely convinced that the development of these ties is precisely the most important factor and means of strengthening the sovereignty of these countries. //
... Russian firms rush to open Chinese bank accounts as sanctions bite
The Moscow branch of a Chinese state bank has seen a surge in inquiries from Russian firms wanting to open new accounts. A handful of Chinese state banks operate in Moscow.
... Russia-China trade stifled by Yuan's surge against the ruble
It has just got a lot more expensive for Russia to deal with its biggest trade partner China. Some Chinese banks have suspended trading of the currency pair. China's trade with Russia could face challenges like higher transaction costs and limited channels, but could still continue, said an expert. “I wouldn’t be surprised if more of the China-Russia bilateral trade will be settled in yuan.”

... the Starlink satellite internet devices sent by Elon Musk to Ukraine could end up getting people killed
Russia has the technical means to track down the location of a GPS device. Starlink users have been warned not to sit close to the device while it's operational.
Elon Musk warned: Important warning: Starlink is the only non-Russian communications system still working in some parts of Ukraine, so the probability of being targeted is high. Please use with caution. //
He also suggested placing light camouflage over the antenna to avoid visual detection.
Pentagon: We have nothing to do with Elon Musk and his satellites. //

... Russian space agency Roscosmos stops the sale of rocket engines to NASA; Jeffrey to the rescue
Rogozin: American astronauts can use broomsticks to get into orbit.
Elon Musk: [trolls Rogozin by replying with a link to SpaceX's successful mission]
Rogozin: We'll also stop cooperating with Germany on joint experiments on the ISS. [Roscosmos also pulled from EU's French Guiana.]
EU to Rogozin: Meh.
Rogozin: Our rocket engines are the best in the world [Armenian cucumbers are the best in the world. Any bazaar merchant will tell you that]. We delivered 122 units of RD-180 engines ~~in~~ since the 1990s, the majority of which were used in Atlas launch vehicles [owned by Boeing and Lockheed Martin].
Response: After the 2014 Crimea kerfuffle, the US temporarily banned these Russian engines, so Boeing/Lockheed began developing their own rocket called Vulcan which would use a new engine produced by Jeff Bezos's Blue Origin.
Bezos was too busy counting his dollars, so the engine was delayed, but it's reportedly "almost ready".
When it is, the Vulcan rocket with Jeff's engine will launch a lunar lander called Peregrine later this year. Until then, Boeing/Lockheed have enough Russian engines to last until 2025. Unless Jeff goes full r&%ard with the schedule, Rogozin's threats won't make a difference.

... could Russia face a 90's style economic hardship?
Economist Enikolopov: We are getting close to Soviet-level isolations. However, despite the flows, Russia today has a market economy, whereas USSR had a planned economy. A flawed market economy is a lot more flexible than the planned one.

... how will Western movie studios' pullout affect Russian box office sales?
Media expert Boletskaya: Universal, Disney, WarnerBros, and Sony are leaving. It can cause a crisis for cinemas. In the best year, Russia's own movies account for 28% of box office sales. The vast majority of the remaining 72% are from Hollywood. Their suspension can lead to cinema shutdowns and viewer disengagement for domestic ones.
[1](https://youtu.be/poVrt1PyETM?t=1334)
... how will the high-tech import ban affect Russia?
IT-shnik Arthur Khachuyan: It impacts a wide range of things, from electronics to lasers. People still don't understand the importance of high-tech. When the transport department presented the Ivolga train, they advertised it as 90% made in Russia. Son of a b%tch, I thought, how is this possible? I found the original press release and in parenthesis, they shamefully added that 90% was about its weight. The heavy metal parts were made in Russia, but the chips were imported.
Reporter: The ban on tech exports to Russia did not apply to iPhones and household tech. But today we see disruption in this category as well. iPhone has stopped direct sales. ApplePay is off. Retails are closing. Are we going to have a problem here?
Economist Enikolopov: That appears to be the case. Nobody prohibited Apple. It was their decision. Russia has become such a toxic country, selling anything here becomes a PR problem for large brands. It's sanctions + social pressure.
Reporter: How will this affect the price of tech products?
Expert Pokrovskiy: If your budget is sensitive to the 10%-30% price hike, perhaps this is not the best time to buy non-essential products like iPhones. I would have saved the cash because difficult times are ahead of us.
Reporter: Could Apple release an iOS update to cripple the phones used in Russia?
IT-shnik Arthur Khachuyan: Theoretically it's possible if they want, but I don't believe they will. Maybe if we use a nuclear bomb, they might.
Reporter: Does the ban apply to medical equipment?
Experts: Yes. That's my main concern. We produce some devices domestically but not complex ones. But businesses will find a way to import them as they did with the banned European cheese after 2014. How much they will cost is another question.
[1](https://youtu.be/poVrt1PyETM?t=1459)
... how will the sanctions affect Russian aviation?
American Boeing is suffering from some of the sanctions. It relied on Russian cargo planes to fly in components from other plants. "The reality of it is that we’re all co-dependent on each other’s planes," said one expert. The sanctioned Russian partner argued they are the only one "to perform the services in question within the set schedule".
Europe ended the sale of jets and restricted leasing to Russia. How will that affect Russia?
Russian experts: Servicing jets will become impossible the way we know it. If we find ourselves in an emergency situation and there is a need to ensure flights within Russia, we could do "cannibalism" by removing parts and using them in others. This could become unsafe very quickly.
Reporter: Could Russia's Sukhoi Superjet, and MC-21 that is currently undergoing certification, become substitutes?
Russian experts: The manufacturer says it's supposed to have the engine ready in 2023. In the second half of this decade, it could be possible.
Reporter: How likely is it that we could find ourselves limited to flying only to Kazakhstan or Armenia?
Russian experts: Unlikely. You can use Turkey and UAE to get anywhere in the world. Turkey is a major tourism destination, and behind it is Egypt, which is a large winter destination.

Facebook was officially [blocked](https://www.theverge.com/2022/3/4/22960739/russia-internet-block-facebook-meta-roskomnadzor-ukraine) by Russian internet regulator on Friday, citing "discrimination against Russian media".

Reporters interviewed several visitors in Yerevan.
Russian man: We came here for a month. It's safe in Moscow but we have problems with the internet, payment cards, inflation. Companies are shutting down. This is just the beginning. We'll see the true consequences of the sanctions soon.
Russian couple: We don't have a plan yet. We'll be in Yerevan for now. We left primarily because of work. The programmers are already facing a host of issues in Russia. Programs don't work. I'm afraid it will get worse.
Russian man: I came in a jet that was packed. I intended to celebrate the [victory holidays in May] but the war took away my options and I can only come to Yerevan.
Russian man: I came from the border city of Belgorod [just 40km from Ukraine's Kharkiv]. Bombs are constantly flying but it's physically safe there. There is just a general concern. I don't know if I will ever return. I don't want to, mostly because of the sanctions.
Russian-speaking woman: No, I'm from Moldova, but we can't return because of the Ukraine situation. I'll spend a week here. Armenia is beautiful and safe.
Russian man: I'm concerned about the events in Ukraine. Moscow is safe, nothing is exploding there, but there is tension in the air. Many Russians have relatives in Ukraine. I'm against this war. Russians and Ukrainians must not kill each other. We are brothers.
Russian couple: We arrived yesterday, primarily because of the sanctions. The ruble is devaluing but we were used to it [lol?]. I don't want to live in an unstable country. Many of my relatives are there. I want to return. I left because of work issues. I'm a programmer and will work from Armenia now.
