Armenian scientists observed an interesting earthquake trend; found a problem with predicting the 1988 Spitak quake
National Academy of Sciences: It is a well-known fact that there can be multiple weaker quakes several years before a large >M6.0 quake.
We analyzed historical data of activities preceding stronger quakes in the Armenian Highlands and neighboring regions, and found that the epicenters of weaker quakes gradually "travel" towards the zone of the expected strong quake. It's a process of grouping and centralization.
There is a [correlation between foreshocks and friction], which can be used while predicting stronger quakes. San Andreas Fault is one example. However, not all quakes are caused by this, and an increase in foreshock activity is not always observed before a large one.
This was the case with the 1988 Spitak quake in Armenia. It did not have a series of foreshocks preceding it. There were only two, with the stronger one being only M3.0, 16 hours before the event.
Data from other geophysical fields before the 1988 quake also did not show any anomaly that could be considered a warning sign. Certain atmospheric-biological signs were observed, which did not show a conclusive connection with the quake. //
The article explains how certain types of quakes and earth layers don't allow scientists to see this "early warning". The study will be presented to the Universal Journal of Geoscience.

Reporter: What lessons have you learned?
Vartanov: Everything became clear in 2012-14 when Azeris launched a sniper school and a joint production of sniper rifles with South Africa. Their rifles were being certified by being tested on Armenian positions.
The 2016 April clashes are incorrectly called a "war". After a "sniper war" there was a "saboteur war". We predicted where this was going.
Our military is conservative but it's normal for every army to have a high share of conservative or "backward-thinking" people. The military system is difficult to create, so making changes is naturally also difficult. But the problem is, we used the Soviet model to create our army, without having a Soviet-sized army and country.
The reforms we suggest should be implemented in parallel with the army, not replace the army from within. We need a new defense structure to aid the army as it continues to rebuild.
Reporter: Any high-tech solutions?
Ex-High-Tech Minister Chobanyan: Military industry can only develop if the high-tech industry in general develops. Over 90% of military industry technologies are also used elsewhere.
Our military industry was formed in 2016 when a committee was founded, rules were drafted, etc. But it didn't work out because the rules regulating contracts and acquisition are deeply flawed. The world is using clear mechanisms that work great. We need to switch to the same system that is currently used in high-tech: incubators, accelerators, venture funds, and angel investments. Even the most developed countries copy and steal from others instead of doing it all through research and development. Armenia is not rich and cannot rely on research alone.
Reporter: Does the state guide the military industry companies on what it needs? "I want one like Bayraktar", for example.
Ex-High-Tech Minister Chobanyan: Yes. The state is providing funds and there are contracts for specific products. That's not enough, though, because we need new mechanisms. To have a weapon like TB drone... as in the case with TB, we need long-term direct investments. The first TB model was created in the early 2000s and was tested a few years later. It met resistance from the defense agencies at the time. TB became active only shortly before the 2020 war. You see how long it took them to get there.
We have this problem in our army. While we focus on the weapons we will need tomorrow, the army says it wants [different] tools that they believe are essential for solving problems today. The army needs the skills and education to incorporate high-tech.
Reporter: Can Russia, under these sanctions, continue to help the Armenian army?
Hrachya Arzumanyan, military expert: No. The Soviet-style army that we built for 30 years is insufficient in the 21st century. You can see its performance in Ukraine. I agree with Vartanov that we need a parallel structure instead of risking destabilizing the army with modifications.
What model should small Armenia choose to defend against Turkey and Azerbaijan? First of all, can Armenia have a model to neutralize the Turkish threat? Of course. There are examples of small countries forming such systems. As Chobanyan said, different layers of society need to be involved.
Three main components. 1) The main Army. Don't touch this because it's currently waging a war. 2) Territorial Defense forces. In Armenia, this is called ashkharazor [legally formed shortly before the 2020 war]. 3) Civil Defense system.
Don't experiment and destabilize the existing Armed Forces. Create adjacent opportunities instead. As you create various models, you begin to learn what structure your army needs to have, how your brigades should operate, etc. Once you decide it's efficient enough, you can think about making changes elsewhere.
Do not "reform" the army. Instead, give it more weapons while you build a new system adjacent to it. You can't experiment things in the army that is currently in war.
Chobanyan: The High-Tech Ministry and MOD are working on a comprehensive defense and security system (hamaparpak pashtpanutyan anvatangutyan hamakarg). The process is being reviewed by MOD a the moment. It will be ready in about a month, and the first pilot program will be implemented. We are working with partners.
Reporter: What about education? When I was in the army, we would spend most of the time doing formation and basic staff. You could spend a year without shooting your weapon. Are we stuck in Soviet times? What are we doing besides training them to watch TV in the hallway?
Vartanov: I don't like those formation trainings either. Its purpose is to [teach to follow commands], but the same can be achieved during physical-tactical exercises in trenches.
But you can find dumber things in the army. For example, every newly appointed "չաստ director" focuses on beautifying ծիրիտորիան with a new sidewalk paint and office cabinet, instead of working on trenches. This director's mentality is to waste taxpayer funds on հավաի ռեմոնտ.
Ashkharazor (territorial defense) is a solution. The person himself or his community can buy the vest. There is an affordable solution for obtaining arms. In 1988, six months before the Sumgayit pogroms, there were already people who saw what was coming and that we needed to arm ourselves. I realized this in December of 1988. Smarter people did sooner.
The black market is full of weapons. Legalize them. Allow owners to arm themselves to help the state. Don't want to give a fully automatic rifle to a civilian? Okay, we can discuss that, although I don't understand why. We have a habit of copying Americans and Russians. If they don't allow it, then neither should we. Legalize them, test them, and register them, but only if they join ashkharazor.
Ashkharazor doesn't need kazarma and food unless there are active events. During active events they are autonomous. Ashkharazor can have a status like the one during Davit Bek. He had a 30,000 regular army and 60,000 ashkharazor. The latter received tax exemptions as incentives.
Arzumanyan: Businesses can organize and finance ashkharazor, too, as done in some countries. It's one of the options. It's also important that ashkharazor soldiers operate in regiments. They cannot operate independently.
Vartanov: Yes. Without it, they would be a Rambo from a movie. They would either stay on the screen or in a grave.
QP MP Vilen Gabrielyan, Parl. Defense Committee: The gun law bill will be published for discussion next week. The law on ashkharazor will be reformed as well.

Russia vs Ukraine vs Georgia: geopoliticalclusterF
On February 25, Georgia said it will not impose sanctions on Russia. Ukraine recalled its ambassador from Tbilisi for consultations. Georgian opposition criticized the government, while the government accused the opposition of wanting to start a war with Russia by opening a "second front".
Premier Gharibashvili: Ukraine is going through misery, tragedy, and war. We must maintain peace, and stability and assist development. There will be no second front in Georgia. We won't allow that. We will continue to protect our citizens and the state. //
Armenia and Slovakia sign an economic cooperation agreement
Economy Minister and the Slovak ambassador signed an agreement to cooperate in all mutually beneficial sectors. An intergovernmental group will be formed.
Kerobyan presented Armenia's priorities. They discussed the areas in which it's possible to develop cooperation. These are metallurgy, mechanical engineering, microelectronics, rubber production, jewelry, textile, pharma.
Hacek suggested that EU-member Slovakia can serve as a hub through which Armenia can develop economic ties with the rest of Europe. Hacek praised the growth in Armenia's tech sector.
The foreign minister of Slovakia and several business representatives will soon visit Armenia to discuss cooperation.
Hacek also said Armenia's close relations with Iran make it an interesting trade partner.

President Khachaturyan met ambassador Dewal and accepted a gift - a book written by India's Foreign Minister about geopolitics and India's aspirations. The two spoke about cooperation in high-tech, healthcare, cargo transfers, air travel, and tourism.
During a trip to France, Armenia's Healthcare Minister Avanesyan met her Indian colleague to discuss cooperation in pharma, medical devices, and practice exchange.

agricultural fertilizer subsidy program is underway
The government published the rules. Farmers will receive a 50% subsidy from the state, up to $18 per bag, if they buy it from qualified sellers until July 15. Farmers will contact local authorities to initiate the process.
Context: Global fertilizer prices have recently skyrocketed, causing financial hardship for farmers and consumers. Experts say the trend will continue in the coming months. French farmers warned that exports could reduce this year because of the nitrogen fertilizer deficit caused by gas prices.

Artsakh gov't discussed food & border security
Arayik Harutyunyan: We support peace but we won't give up on our right to self-determination. Given the new geopolitical events, a number of amendments will be made to our agenda.
The ruling and opposition parties will form a common political agenda (but not a "coalition government") to address security issues. I urge all members of the government and society to unite so that we can successfully overcome the problems.
We will begin to conserve financial resources but that does not mean the approved programs won't be implemented. Artsakh, too, is facing a food security issue under the new geopolitical developments. There shouldn't be any unused agricultural lands in Artsakh. //
Artsakh Agriculture Minister: Preparations for spring sowing started in December and continue to this day. The state has programs and subsidies to help farmers: 80%-100% seed subsidies, vegetable crop producers receive a one-time $400 aid per hectare, etc.
Last year was quite dry. This year we expect better results, considering the precipitation and better crop management. More steps are necessary to make Artsakh self-sufficient. Steps are being taken to expand agricultural lands. //

Parukh wasn't the first attempt to pull back troops to deescalate borders
President Harutyunyan: Similar process of replacing troops with peacekeepers was organized earlier in Yeghtsahogh, Mataghis, and Taghavard sections. It led to a more peaceful situation there.
Nov. 9 agreement states that Russian peacekeepers must be deployed across the entire border. That means Azeris and Armenians must not have any border positions. But since the number of peacekeepers is insufficient, and Azeris continue to violate the ceasefire, we have to continue to guard the borders.
Artsakh Defense Army soldiers and volunteers control the highest point in Karaglukh height in Parukh. Azeris control certain other parts. Russian peacekeepers were also stationed on Karaglukh on Friday.
Efforts continue to withdraw Azeri troops. Their activities were unacceptable. If there are issues on the border, we are ready to discuss it with Azerbaijan to find a solution but without losing lands, to ensure stability. //

Armenians commemorated 30th anniversary of [Maragha massacre](https://en.wikipedia.org/wiki/Maraga_massacre)
Artsakh MFA: 30 years ago, the Azerbaijani army tortured and killed around 50 civilians, mostly women and children. The fate of 19 of them is still unknown.
The attack was not due to military necessity. The goal was to invade the land and exterminate the inhabitants.
Shahin Tagiev, the Azeri commander who perpetrated the crime, received the title of the hero of Azerbaijan.
To prevent the repetition, Artsakh must be recognized internationally, and develop its statehood and strength. //

They spoke about the results of the April 6 Brussels meeting. Russia expressed readiness to support the border demarcation commission and the negotiations around a peace treaty.
Pashinyan reminded again about the need for Russian peacekeepers to take steps to withdraw Azeri troops to initial positions in Parukh.
Pashinyan will visit Moscow on April 19.
Aliyev and Putin discussed the formation of a commission to delimit AM-AZ border
They also spoke about activating the efforts to unblock the communication links in the region, and the need to respect the Nov. 9, Sochi, and other prior agreements.

French and U.S. OSCE Minsk Group Co-Chairs disagree with Russia's Lavrov on Minsk Group being potentially dead

Foreign Minister Mirzoyan hosted OSCE's French Co-Chair Brice Roquefeuil and spoke about the situation in Parukh, Azerbaijan's policies of ethnic cleansing, and humanitarian issues in Artsakh.
Armenia's Security Council chief Grigoryan also hosted Roquefeuil. The latter emphasized the interest of France in the preservation of the OSCE Minsk Group format and resolution of the Nagorno-Karabakh issue.
When asked to comment Lavrov's complaint that the West wants to end cooperation under the OSCE format "at the expense of Armenia's interests", American Co-Chair also disagreed, adding that they encourage Armenia and Azerbaijan to activate diplomatic meetings, including within the OSCE MG format.

Edmon Marukyan criticized Kocharyan-linked TV5 outlet over news coverage about Artsakh
LHK leader Edmon Marukyan: I just returned from Artsakh where I met hundreds of residents to answer their questions. I realized that a number of destructive rumors are circulating very strongly in Artsakh: Armenia has given up on Artsakh, they've decided to give Artsakh to Azerbaijan, in Armenia they don't want unification with Artsakh, etc.
When I began to list examples of what's being done and why they are wrong, people were surprised. I then learned that people developed that impression after watching TV5 and reading online articles.
I want to understand: if an Armenia-based television channel that's operating on a public multiplex is convincing Artsakh residents that Armenia has "abandoned" them, who is benefitting from this? I was going to publicly ask them to stop, but I know they won't. //

Kocharyan-linked TV5 channel is fined; accused of repeatedly airing uncensored dirty words
Context about the problems with Armenian TV and journalism in [April 5 news digest](https://www.reddit.com/r/armenia/comments/tx5ygt/your_daily_news_digest_from_armenia_tuesday/). Public TV regulator has long complained about channels ignoring ethics rules.
TV regulatory commission's Tigran Hakobyan: The channel was fined for airing vulgarity and swearing. During the Sunday news-analysis show they aired >!ԲՈԶ!<, >!ՉԱԹԼԱԽ!<, >!ԲՈԶԻ ՏՂԱ!< [>!whore!<, (don't have a translation), >!son of a whore!<].
The commission found it in violation of rules about endangering the health and mental development of minors. It's a clear case. The cries about "suppressing opposition media" and targeted enforcement of rules are for those who are clueless or mentally incapable of understanding the process [in response to specific accusations directed at him].
I assume some people have no problem using those words at home, in the presence of their wives and children. It's their personal choice. But we won't allow them to legitimize the vulgar language and turn the public space into a barn.
It is pity that the head of the channel doesn't understand that I don't make such decisions by myself and that [Nikol] has nothing to do with the decision to fine the outlet. I understand that this regulatory Commission did not have the ability and courage to make independent decisions in the past, but the past few years should have been enough to see the radical reforms in the Commission.
I am amazed that the sacred right to swear on the air is demanded and encouraged by those who consider themselves bearers of national values.
I will address the personal insults directed at me in a different format. I hope the semi-literates who consider themselves journalists will act within the limits of correctness in the future. //

number of U.S. Congressmen supporting the bill on teaching Armenian Genocide is increasing
Carolyn Maloney, Gus Bilirakis, Barbara Lee, James McGovern, Jackie Speier, Ilhan Omar, and Kimmy Gomez have expressed their support for the bipartisan bill.
The goal is to allocate $10M to the Library of Congress to implement education programs on the history of the Armenian Genocide.
In particular, educational programs should address the deliberate, state-sponsored massacres, deportations, and cultural annihilation of Armenians, Greeks, Assyrians, Syrians, Chaldeans, Aramaeans, Maronites, and others.

hammer vs knife vs slap (choose your weapon wisely)
Police officers were patrolling the streets of Vanadzor when they noticed a man with a hammer chasing a man with a knife. The latter was heavily bleeding and dropped his knife and gloves upon noticing the police.
It turns out the hammer man was a landlord who heard suspicious noises, hid behind the door, and ambushed the knived intruder. The intruder has been arrested.

Armenia has one of the lowest incarceration rates in Europe
It's comparable to Switzerland, Netherlands, and Germany, according to a 2021 study published by the Council of Europe. It includes pre-trial detentions.
The countries with the highest incarceration rates per 100,000 population were:
1) Russia 328
2) Turkey 325
3) Georgia 232
4) Azerbaijan 216

Justice Ministry: The situation continues to improve in Armenia compared to other countries. There was an 11% reduction.
The number of inmates went from 3.5k in 2018 to 1.9k in 2021. Armenia scored a 52% reduction since 2011, which is the second-best result.
When it comes to density, there are 37 inmates per 100 prison cells in Armenia, far better than Europe's 102. Only one country is ahead of Armenia. //

Bill co-author, QP Tsovinar: The numbers increased partly because people moved to online gambling after the 2020 COVID restrictions. Bookmaker offices were closed. Several players used to use the same account for gambling while in bookmaker offices, so when it moved online, the numbers became more transparent. Another reason is that more people began spending more time on the internet in 2020. Minors account for a large share. The proposed bill will ban cash transactions to gambling accounts to address this and other issues. //
Another MP wondered whether the tourists are included in this number and whether their post-2018 growth is connected to this. No clear answer was given during today's parliamentary committee session.

90,000 people visited the 3 beaches in 3 months. The state recently began involving the private sector in the maintenance and service of public beaches. 5-year contracts were signed to have them build toilets, changing rooms, disability access, garbage collection, parking lot, etc. In return, the company is allowed to sell stuff in the beach area.
The 4 new public beaches will be located near Shoghakat, Lchap, Gavar, and Martuni, from north to south, to improve access for residents of southern provinces.

Dozens of salmonella cases were reported in Europe. Armenia's food safety authority will temporarily ban imports from Germany. The ones imported from Russia are apparently not affected, but lab samples will be taken nevertheless.

education reforms: government wants quality over quantity when it comes to universities
Education Minister: Universities must meet specific standards. The higher standards could lead to fewer universities. Over 50 universities in a country with a 3M population is a lot. There is a quality deficiency.
Ministry: There will be new requirements for universities. If the university doesn't pass an institutional certification and its programs do not get certified within a specific period, the state will not recognize its diplomas. //
Authorities recently revoked the license belonging to one of the universities in the medical field, after alleged corruption and accusations that it was selling diplomas. Dozens of Indian students found themselves in a difficult situation. They might have to pay last year's tuition again to a different university, while senior year students will have to become juniors again.
Expert Serob Khachatryan: Most private universities are struggling to compete. Their numbers sharply increased after the fall of the USSR when the field was liberalized. In 20 years we might have 10 universities. 50 is indeed a lot for Armenia, but we need a careful approach. Universities need a presence in provinces.
Ministry: We are discussing their presence in provinces while focusing primarily on the quality. Universities must produce experts. These reforms can lead to mergers and cooperation between multiple universities. We want strong and competitive private universities next to public ones. //
Armenia has ~50 universities. Azerbaijan, with 3x population, has about the same number. Georgia has 60.
