Foreign Minister of Armenia discussed the Artsakh conflict with deputy U.S Secretary of State
Ararat Mirzoyan: Azerbaijan violated the Nov. 9 statement by invading village Parukh, and continues to cause humanitarian issues for the population. This is a manifestation of their ethnic cleansing policies. //
Karen Donfried also spoke with Azerbaijan's Bayramov. The State Department released a statement yesterday expressing concerns about the disruption of gas flow and border clashes, and urged the sides to establish contacts to deescalate.

casualty report
Army and officials: Yesterday Azeri forces intruded into the zone of peacekeepers' responsibility, took the village Parukh and the surrounding positions, and made attempts to advance. The advancement was stopped, but hours of negotiations did not yield significant results and the opponent has not returned to their initial positions.
At night and in the morning the opponent opened fire with the use of various caliber weapons and Bayraktar drone. The Armenian side returned fire, killing at least 5 and wounding an unknown number of Azeri soldiers. 3 Armenian contractors died and 14 were wounded. Some of the Armenian soldiers who received wounds were attacked by a drone while providing humanitarian assistance.
Steps are being taken to secure the nearby villages. We expect diligent work from Russian peacekeepers to resolve the issues so the civilians can return to their homes with additional security guarantees. //

the incident took place in an area of responsibility of Russian peacekeepers
Gen. Samvel Babayan: Last week the Russian peacekeepers offered Armenians and Azeri to withdraw from their positions in village Parukh. Azeris later came and sat in those positions. There were no Russians there at the time. Now they are there, to resolve the situation. We're talking about 2-3 positions in the village. The withdrawal was an offer from the Russian commandant in light of the February-March escalation in Khramort. They said, "we will be present there and nothing will happen". We should demand Russia to return the positions. //
Parukh mayor said the peacekeepers noticed the Azeri troops and began negotiating for their withdrawal, but while they were negotiating with one group, another group advanced towards the hill Karaglukh. Parukh mayor said he observed Azeri soldiers on a hill, which is located between the two villages Parukh and Kramort.
On the other side of the hill, village Khramort is under Armenian control. Last night the mayor of Khramort said the hill is also under Armenian control despite Azerbaijan's advancement in the slope, and that Armenians gave Azeris located in Parukh an opportunity to retreat but they have not done so yet.
Chairman of Foreign Relations QP Aghajanyan: We expect clear answers from Russian colleagues about the events in Parukh. The Azeri military appeared in the rear of the Russian peacekeepers, meaning they bypassed them. We expect this issue to be resolved quickly and for Azeri forces to return to their initial positions.
This was a very specific escalation, about which our primary questions are addressed to our Russian colleagues because this should have been ruled out through the peacekeepers. The question is whether the Russian side is demanding that the Azeris return to their starting point or not.
Reporter: Does the presence of Russian peacekeepers in Artsakh have any effect in practice?
QP Aghajanyan: Based on our observation, a large segment of our public has doubts. They wonder whether there is an agreement between Russian peacekeepers and Azeri soldiers. I have no evidence of that and don't want to think that's the case, but it should be addressed by our Russian partners with concrete actions to return Azeris to initial positions. //
Russian Defense Minister Shoygu discussed the situation with his Azeri counterpart Hasanov.
Pashinyan and Putin held a phone conversation. Pashinyan emphasized the need to investigate the incident and for peacekeepers to return Azeri soldiers to their initial positions.

Russian military correspondent WarGonzo and Armenia's Public Council chairman have different opinions on geopolitical developments
WarGonzo has a history of reporting accurate and inaccurate information. Last year the outlet raised an alarm about the invasion of Syunik from Nakhijevan front, which did not take place. A similar claim was made yesterday under the context of ongoing events in Ukraine and Parukh.
WarGonzo: Turkey is preparing a second front for Russia. While Russian troops are focused on Ukraine, Azerbaijan is preparing to stab Russia in the back in South Caucasus.
They have been shelling Armenian villages. The civilians were evacuated, additional peacekeeper positions were installed. An agreement was reached for the sides to withdraw, but as soon as Russian peacekeepers fulfilled their part, Azeris advanced and took a height. Azerbaijan launched a media campaign to discredit the Russian peacekeeping mission. Our sources say the Azeri army is preparing to invade Armenia's Syunik and Ararat provinces from Nakhijevan's direction. //
Armenia's Public Council chairman Safaryan: WarGonzo is either trying to conceal Russia's powerlessness or a secret agreement with Azerbaijan. WarGonzo is giving the impression that Turkey is trying to take advantage of Russia being busy in Ukraine to launch a sudden large-scale operation in Syunik and Artsakh, [and other provocations]. And in Parukh, according to WarGonzo, it's not only Artsakh forces that withdrew from positions but Russians did too, and that Azeris broke their promise and advanced. [Armenian official earlier stated that Russian peacekeepers were stationed there but allowed Azeris to "bypass" them. Local mayor claimed there was some attempt by peacekeepers to stop Azeris.]
It's hard to believe that the peacekeepers were victims [of a Turkish plot]. Turkey held multiple high-profile meetings with Russia, began showing support for Russia and refused to join the sanctions. So do you believe this is Azerbaijan stabbing Russia in the back shortly after signing a strategic alliance with them? We will soon find out what the Russian peacekeepers' move will be: remove Azeris from Parukh, or tell Armenians to get accustomed to it.
Then I remembered how [several opposition politicians and businessmen] were recently urging Artsakh to surrender to Moscow and for Armenia to join the Russian Union.

Armenia applies to the European Court of Human Rights over Azerbaijani violations against civilians in Artsakh

Armenian representative: Proof was presented that since February the Azeri forces have been regularly threatening the peaceful population of Khramort village, urging them to leave. Shots were fired towards civilians in March. The gas pipeline was damaged and the population is left without gas under cold weather. Ukrainian parliament deleted an unauthorized tweet that supported Azerbaijan
A person in charge of the Ukrainian parliament's Twitter account had expressed support for Azeri advancements in Karabakh, citing rumors that Russian peacekeepers had withdrawn from Karabakh to fight in Ukraine.
QP MP Torosyan: My Ukrainian colleagues are disoriented and fell for misinformation with unknown origins, claiming that Russian peacekeepers were transferred from Artsakh to fight in Ukraine. I don't think this was intentional but they must be more careful. This isn't an official statement by the Ukrainian parliament, but rather a tweet made on the official social media account. //
QP MP Hakobyan: The Ukrainian side has assured us that the tweet was an error and was not their official position. //
Armenia's ambassador to Ukraine said the tweet was removed 15 minutes after he requested clarification. "It was an error. It was not the opinion of the Ministry of Foreign Affairs of Ukraine. We've discussed this with every relevant agency. The matter is closed."
Ukraine's ambassador to Armenia said he isn't aware who made the decision to publish the tweet, and said it was not a decision that was made at an official level.

Moody's affirms Armenia's Ba3 rating, changes outlook from stable to negative
The Ba3 rating remained the same because "Armenia's moderately high institutions and governance strength will support its economic resilience, buffering the impact of shock on its credit profile."
The drivers of the negative outlook are the increased risks associated with the Ukraine invasion and Armenia's links to the Russian economy, and the Artsakh conflict.

anti-corruption: ex-mayor of Verin Getashen is charged with crimes
Investigative Committee reports: The mayor's daughter learned that a telecom operator had plans to install towers in the village, and that they would need to acquire a specific piece of land for that.
The daughter informed her father about it, and the latter leased the aforementioned 0.20-hectare land to her for only $3/year. She then sub-leased the land to the telecom operator for $1,000/year for several years, leading to $10,000 in damages to the community.

Yerevan Market (Tonavachar) has a second building now. It will house the Yerevan Jewelry [Plant?] with "modern standards". 135 new jobs as of today, 500 in the near future.
