education reforms: convince more teachers to undergo knowledge tests / inclusive education / professional standards

The next base raise will apply only to voluntarily certified teachers. A successful volunteer certification exam leads to a 30-50% raise as long as the teacher receives >70 points.
special education reforms
The definition of a special student will change to include more scenarios that warrant special conditions.
It'll go beyond students with physical and mental limitations, and will include violence victims, low-income, some working students, refugees, some orphans, and ethnic minorities.
school reforms: directors will no longer be tasked with fixing roofs, will focus on quality education, perform or OUT
Pashinyan: we plan to make big changes in the education law. The director should focus on education and spend less time on fixing doors and windows. The administrative and educational management will be separated. The facility repairs will be handled by the Administrative Coordinator official.
One Administrative Coordinator will manage several schools, while each school will continue to have its separate director tasked with education.
Why should each school have a person tasked with fixing broken chairs? So he sits all day and waits for a chair to break? Instead, we should sign contracts, let's say with a private chair repair company, to come and fix whenever chairs break.
Directors currently have two subordinates tasked with administrative and education tasks. It's the administrative wing that will operate separately. It will reduce redundancy and free up more time for directors to focus on education. //
Education Ministry will organize the process to appoint the director and the subordinate that's tasked with the school's administrative tasks.
Candidates for the director's office will be informed on what needs to be done in the school.; they will present their plan of action. The directors will be immune for a year, after which they can be "recalled" by the councils [presumably parent/staff council].
Director's work performance will be measured by how well students end up performing. For example, do the 5th graders in a particular school meet the minimum standards?
Director's activities will be evaluated every three years. Quality education means an automatic extension of duties, there is no reason not to reappoint a good director who loves their job, said Pashinyan.
school teachers will have university-style titles
Minister: just as universities have teachers, assistants, docents, professors, etc. schools will have their titles which will define their salaries. The current classification (class 1,2,3) is not properly done at a system level.
Pashinyan: school teachers will obtain their titles based on their knowledge and professionalism. They can improve continuously. This change will also make the teacher's job more appealing.
parents should not have to travel long distances to take the kids to school
Education Ministry: we should have the necessary conditions so that the parent doesn't have to take the child far away just to receive a quality education. Right now, school admission gives priority to new students who have siblings or working parents in the school.
We're expanding the list to also prioritize students who live nearby (likely within 500 meters). Every school should have the conditions so the parent won't have to be forced to travel long distances to find quality education.
There are also provisions for parents who are public workers and have to travel often. //

Ministry: over 100 education facilities are being worked on right now, including several in Kapan's 13 villages. Dozens are already being built, while the rest are going through the design process.
Dozens of one-story schools are currently being built or designed for up to 120 students. They will include kindergarten infrastructure because small communities often can't "afford" to have separate facilities.
Arevik community will have a new 144-person facility next year that will serve as a model. Metal construction technologies are being used to expedite the construction. It'll be ready within 6-7 months.
The budget for small settlement facilities has been increasing. We've allocated ֏14.5B.

Many facilities are being built anew because existing facilities can be too costly to rebuild or impossible to seismically retrofit. 10 settlements are currently getting their first-ever schools. //
14 Armath engineering workshops will open in Syunik soon
Union of Advanced Technology Enterprises and the Education Ministry are working together to build one Armath drone facility in Kapan and a dozen other engineering labs across the province.
Kapan will have "TUMO Box" high-tech education center
It's part of the efforts to install 16 main and 110 mobile (box) centers across Armenia and Artsakh by 2026. The education will become accessible to 80,000 students aged 12-18.

nine Syrian-Armenian students will receive tuition subsidies
The government decided to partially subsidize the 2021 education fees of several Syrian-Armenians who moved to Armenia during the civil war, to help their integration.
In 43 cases, the student pays 70%, charity foundations pay 30%. In 9 cases, the student pays 70% while the government 30%.

Additionally, we're building a road for cargo trucks to bypass Verin Khotanan village. What problems do we have with the main Tatev-Aghvan road?
Infrastructure Minister: it's ready, it's a great road, in some parts it's even better than the old Goris-Kapan road. There is a problem in the Tatev gorge. That's why we're building a Tatev-Lchen alternative route to bypass this area and to travel a shorter distance to reach Sisian. Active works are being done on these 6 roads. We're discussing the construction of 3 other ones. //
Pashinyan: so Shurnukh and Vorotan alternative roads currently allow all types of vehicles to pass. The gravel work continues. It will be asphalted next year when the weather allows. Works are being conducted in Khot-Vorotan-Kashuni-Bardzravan and Geghanush-Chakaten areas. Over time, we will build a main road here. //
Urban Development chief: we're building a new district in Shurnukh [for families who had to relocate because the eastern part is on the Azeri sides]. The construction resumed after resolving some issues. Hopefully, the contractual obligations will be met in 1H2022. //
Residents of Shurnukh and Vorotan, who lost their properties, have been receiving $140/mo for 6 months plus a one-time $600. The government decided to extend the monthly aid by another 5 months. Children born after July will also qualify for a one-time $600.

Himnadram received $12.3M in pledged donations from US/France/Canada telethones on Thanksgiving Day
The donations will be spent on healthcare, social, cultural, and infrastructure projects near the borders.

Robert Kocharyan will not take part in Himnadram board meeting that will discuss the financial audit
During the election process earlier this year, members of the opposition (former regime), without evidence, accused the government of outright stealing Himnadram donations. Himnadram released a statement denying the claims and criticized politicians for weaponizing the fund for politics. Himnadram launched an audit by an international firm.
Kocharyan is a Himnadram board member. He was accused of politicizing the topic to cause electoral harm to Pashinyan at the expense of Himnadram's reputation. On Thursday he announced that he will skip Saturday's board meeting which is set to discuss the audit.
He said the reason is that Parliamentary opposition parties had launched their own investigative commission. He advised President Sarkissian, the board director, to delay the board meeting for now, but received no positive response.
Kocharyan: approval of the audit in this form will cause irreparable damage to the Fund. There is no excuse for participating and becoming an accomplice. //

opposition "5165" movement leader urged fellow Parliamentary opposition to drop partisan language from resolutions to get things done
Parliament had earlier rejected a statement about borders drafted by the opposition, claiming it was a hyperpartisan statement meant for internal politics, and that they weren't invited to help draft it.
Today the opposition "5165" movement leader Karin Tonoyan urged HD and PU alliances to remove such parts from another resolution that's meant to address the upcoming border demarcation efforts.

Kocharyan-ARF alliance supports border demarcation with Azerbaijan as long as it supports the interests of Armenia and Artsakh
HD MP Seyran Ohanyan: demarcation is necessary for foes to live in peace, to have a proper level of diplomatic relations and mutual trust. This process should be carried out by a joint committee formed by Armenia and Azerbaijan, which will use information enshrined in international and national laws, which will protect Armenia's interests. At this time, there are no necessary conditions for carrying out this process. //

the government plans to extend the import ban on Turkish products for another 6 months
Most "Made in Turkish" products were banned in Armenia after the war. Economy Ministry believes Armenian sellers were able to find substitutes from other markets. "The ban promoted the establishment of local productions."
The govt recently excluded some products from the ban after Armenian manufacturers and sellers complained about suffering damages. Import of raw materials is allowed so the Armenian manufacturers can continue to produce locally.
The annual turnover of Turkish goods was $260M before the ban. This year it has only been $20M so far.
The Ministry has learned that the ban led to the establishment of new textile and construction material factories in Armenia. The gap was partially filled with EAEU imports.
$1.3M shoes were imported from UAE this year, up from $0. Some petroleum products were imported from Italy instead of Turkey.
The Ministry's research found issues among some local businesses, but overall it wasn't a significant hit to the economy.

criminal investigation over November 16 border attack, during which dozens of soldiers became POWs / Major is among arrested
Prosecutor's office: the enemy attacked in the Jermuk direction. The staff did not take appropriate measures to detect in time or repel the attack. A criminal investigation was launched on November 22 for violating Article 365 [not doing military duties].
One contractor and the acting commander of the battalion Major G.G. have been arrested. The Major was stationed at the command post where 15 soldiers were carrying out their combat duty. He was in charge of 10 combat positions.
On November 16, the Army Corps commander issued a full alert for units to assume positions for defense. The commanders switched to "Combat" working mode.
Major GG, instead of organizing proper defense, fled with 7 other soldiers, leaving 11 others to become POWs. Two bodies were transferred to the Armenian side a few days later. The position went under enemy control.

Azerbaijan releases two Armenian captives ahead of Sochi meeting
One of them is the Artsakh civilian who became disoriented and crossed the border a few days ago. The other is a soldier who was wounded during Nov 16 clashes.

The goal is to summarize the past year's results, to understand what has been done since the Nov 9 statement, and what can be done. Several issues remain, including the unblocking of transport routes and border delimitation. //
Putin held a separate meeting with Aliyev ahead of the planned tripartite meeting
They discussed the resolution of the Nagorno Karabakh conflict and border incidents. Putin will then meet Pashinyan separately after the tripartite meeting, followed by a Russian Security Council meeting.

Putin said it is a great achievement that the war was stopped. "A lot has since been done". He said special attention should be paid to border clashes to avoid them.
Putin: during this period, with our support, 53,000 refugees returned to their homes. [Note: the number is only for Lachin corridor crossings and doesn't include the number of Artsakh residents who used the northern road that was still under Armenian control at the time.]
Most importantly, conditions are being created for a future peaceful life. The tripartite group is working to unblock trade and transport routes. It's difficult but it's moving forward. We might soon see some results. The goal is to revive the economy and peaceful life in the region. //
In addition to discussing the May 12 border encroachments, Pashinyan reminded Aliyev about Armenian POWs, when the latter claimed that all November 9 agreement points have been met except for communication unblocking. "We have gathered today not only to raise the issue but also to discuss solutions," said Pashinyan.
Putin welcomed the planned December 15 meeting in Brussels. "The more you meet, the better. I recently spoke about this with [Charles Michel], he is waiting for you."
Pashinyan: the settlement of the Nagorno-Karabakh conflict must take place within the OSCE framework
Pashinyan: Azerbaijan offered peace negotiations. Obviously, we're interested and we believe that the resolution of the Karabakh conflict must take place within the OSCE Minsk Group framework.
But I believe many issues can be discussed and resolved via tripartite or bipartite format. We're developing direct contacts with Azerbaijani officials. //
Pashinyan, Putin, and Aliyev adopted a joint statement after the meeting:
Today we met and discussed the process of the implementation of Nov 9 and Jan 11 statements. We reaffirmed our commitment to consistently implement all the provisions of past statements for the benefit of stability, security, and economic development.
We mentioned the significant contribution of the Russian peacekeeping mission in stabilizing the situation.
We agreed to take steps to increase the level of stability and security on the AM-AZ border, and to push the process to establish a tripartite commission on border delimitation.
We highly appreciated the activity of the trilateral working group on unblocking all economic and transport communications of the region. We stressed the need to launch specific programs as soon as possible, aimed at identifying the economic potential of the region.
Russia will continue to provide assistance for normalizing AM-AZ relations. //
Putin praised the meeting as very constructive and analytical. They will try to form a border delimitation commission in December, "I don't see any barriers". The second issue was around the humanitarian topic and some progress was made here, said Putin.
Detailed talks were held around roads and railway routes. Deputy Premiers of AM-RU-AZ will meet next week to summarize their work and several agreements that were reached today.
Pashinyan about the tripartite meeting results:
We had a very positive meeting and actually discussed all the issues on the agenda. This was not a meeting to hide the problems. And I would like to positively assess the fact that we clarified the positions on many issues, and it turned out that we do not have any misinterpretation on a number of issues.
In connection with the opening of communications in the region, we registered that we have a shared idea of how those communications will operate.
The topic of starting the process of delimitation and demarcation is not new, we have discussed that issue. We also adopted a trilateral statement, in which we stated that before this, the necessary conditions should be created, that is, security mechanisms should be created on the border between Armenia and Azerbaijan. High-Tech Minister Vahagn Khachaturyan says he also received a security warning from Apple
Read the context in Wednesday news. Pegasus was allegedly used by an unidentified NSO client to hack several ranking current and former officials in Armenia.
High-Tech Minister Khachaturyan is convinced it wasn't the Armenian government who hacked the targets. Former National Security Services chief Arthur Vanetsyan disagrees.
Minister Khachaturysn said he knows several other people who also received the warning notifications. "It's a lot more than 8 people."
Meanwhile, Arthur Vanetsyan claimed that his phone had a severe malware infestation with multiple vulnerabilities. He said an expert found 6-7 spying programs on his phone. He believes he had been under government surveillance for quite some time.
Vanetsyan: Pegasus has different variants that steal contacts and other data.

government signs an agreement to support "Masdar" international solar giant to build a 200MW solar station in Armenia
The agreement defines the complete conditions and structure of the project. Masdar had won the auction to build the farm after agreeing to sell the electricity for 0.0290 cents.
The "Ayg-1" is a $174M solar project to build Armenia's largest solar farm. 85% belongs to Masdar, 15% to Armenia (ANIF). UAE ambassador was present to sign the agreement today.

The UN has a program about transforming Armenia's road safety by using data about people and road policies. A meeting was held between UN people and Armenian police people.
There will be behavioral experiments and modifications. The goal is to reduce traffic deaths by 50% by 2030. The police and Infrastructure Ministry will share more detailed data about incidents. The so-called "black spots" will be analyzed to learn why incidents happen in these areas.
SweRoad (Swedish National Road Consulting Company) will also help analyze the data and make suggestions for behavioral modifications.

$35,000 to change armored vehicle tires? Use scooters...
Parliament will purchase BMW 750Li xDrive LCI for the Parliament Speaker. The €186,000 will be deducted from the savings made by the Parliament. They will retire the existing 2011 model because of high upkeep fees, said the report.

state regulator goes after PCR test companies over alleged price-fixing
Competition Commission: we initiated an investigation against PCR companies Natali Farm, Prom-Test, ... [total of 12].
Preliminary investigation revealed that while providing PCR tests in Zvartnots airport, the companies set the same price and maintained it for a period, while for some of the companies the cost of obtaining the tests was significantly lower.
At the same time, three companies are being investigated over possible abuse of dominant market position. We believe the policies around prices and price changes between 2020 and 2021 were unjustified. //
