Territories

All Azerbaijani territories adjacent to Nagorno-Karabakh, which are under Armenian control, are returned to Azerbaijani control.

The details of the return are agreed upon by the parties in the Peace Agreement.

In the first phase, the regions of Aghdam, Fizulu, Jebrayil, Zangelan and Ghubatlu are returned.

Later, Kelbajar district and non-corridor parts of Lachin district are returned.

Armenian forces are withdrawn from Kelbajar region. Before the region is returned to Azerbaijani control, a limited Armenian military presence is allowed there until a peace agreement is signed. The place of deployment of the Armenian limited military unit will be decided by the Inter-Asian Transitional Commission.

The region of Kelbajar will be under the observation of the International Transitional Commission through the OSCE Commission before returning to the control of Azerbaijan. Armenian and Azerbaijani representatives will be included in the commission. In the interim period, the Armenian population of Kelbajar region will be encouraged to leave there.

Internally displaced persons of Azerbaijan are allowed to return to Kelbajar region five years after the entry into force of the Peace Agreement.

Those parts of Lachin region, which are outside the corridor connecting Armenia and Nagorno-Karabakh, are returned to the control of Azerbaijan after the entry into force of the Peace Agreement.

Security guarantees

After the withdrawal from the Azerbaijani regions controlled by the Armenian forces, peacekeeping forces are deployed there to monitor demilitarization and security. Peacekeeping forces form states on a voluntary basis. The selection of peacekeepers is carried out by mutual agreement of the parties. Each party has veto power over the other party's selection.

The parties undertake not to use force against each other in Nagorno Karabakh and its neighboring regions. The co-chairs of the OSCE Minsk Group, in consultation with Armenia and Azerbaijan, are developing bilateral and joint security guarantees and assurances to support the implementation of the agreement and common security in the South Caucasus.

Azerbaijan undertakes not to send military personnel and weapons beyond the current line of contact, except for police units and border troops along the Azerbaijani-Iranian border.

Intermediate status of Nagorno-Karabakh

Until the legal status of Nagorno-Karabakh is determined, Nagorno-Karabakh receives an interim status that gives its residents certain rights and privileges. They will be spelled out in the Peace Agreement, in particular:

The residents of Nagorno-Karabakh have the right to protect and control social and economic life and security in a democratic society. The rights and fundamental freedoms of the residents of Nagorno Karabakh are respected.

The population of Nagorno-Karabakh, in order to manage Nagorno-Karabakh in the interim period, gets the right to elect government bodies that exercise legislative and executive power in the internal affairs of Nagorno-Karabakh. Nagorno-Karabakh has the right to establish courts to administer justice. Nagorno-Karabakh officials will have the authority to conduct external contacts in the areas defined by the Peace Agreement.

The interim authorities of Nagorno Karabakh can have observer status in the OSCE sessions in which issues directly related to Nagorno Karabakh are discussed. They can join international organizations in which the status of being internationally recognized is not a prerequisite.

Nagorno-Karabakh has the right to receive financial assistance from foreign countries and international organizations, provided that this assistance is intended for human rights, peaceful economic and democratic development, cultural and trade ties, or for meeting basic humanitarian needs.

Free expression

The final legal status of Nagorno Karabakh is determined by the free expression of the people of Nagorno Karabakh. The dates and details of the vote shall be agreed upon by the parties in future negotiations.

The population of Nagorno Karabakh is defined as the population of 1988. in national proportion, all nations living in Nagorno-Karabakh in such ethnic proportion as it was before the beginning of the conflict. There will be no limit to the wording of the future status question or questions in voting and may allow each status opportunity.

Lachine Corridor

The corridor of the agreed width should connect Nagorno Karabakh with Armenia. Until the determination of the final legal status of Nagorno-Karabakh, this corridor is under the control of the interim authorities of Nagorno-Karabakh.

After the determination of the final legal status of Nagorno-Karabakh, the process of using the corridor will be regulated considering the final legal status of Nagorno Karabakh.

Refugees

All internally displaced persons and refugees have the right to voluntary return once the UNHCR has declared that the security of the former place of residence is assured.

Returnees enjoy human rights and fundamental freedoms without any discrimination.

Unblocks

Open and unhindered transport and communication links between the parties are encouraged throughout the region, including direct and unhindered land link of Azerbaijan with Nakhichevan, opening of all borders and reactivation of communication routes.

Conference of donors

A conference of international donors convened by international financial institutions, in cooperation with co-chairing countries, is creating a fund for demining and infrastructure reconstruction in areas affected by military operations and within Nagorno Karabakh.

Committees

The parties, in cooperation with the co-chairing countries, form separate commissions. These commissions operate on the basis of consensus and are engaged in clarifying the details and dates of the referendum on the final legal status of Nagorno-Karabakh, working out the technical details regarding the Lachin Corridor and the details of transferring the Kelbajar region from the international monitoring of the OSCE Commission to the administrative control of Azerbaijan.
