The Freedom Support Act (FSA), passed by the US Congress is the main mechanism for giving foreign aid to countries of the former Soviet Union. A big part of the idea was that by passing along the "peace dividend" (the military saving brought on by the end of the cold war), it would help these new countries become wealthier and more democratic during their transitions from communism to capitalism.
Section 907 of the FSA forbid aid to Azerbaijan as long as it blockaded Armenia and Karabakh, unless it was against US national interest.
