This "life-line" project was undertaken by the Armenia Fund in the mid to late 1990s in order to connect Karabakh to Armenia with a decent road. In Soviet times there was no good connection from the largely Armenian enclave of Karabakh to Armenia proper, which was one of the complaints of many Armenian residents. The highway goes from Goris in Armenia through the Lachin Corridor past Shushi to Stepanakert, the capital of the Republich of Mountainous Karabakh.
